Candidates must be permanent in the Mental Health Program Specialist 2 title, OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. Examples of titles approved for 70.1 transfers to Mental Health Program Specialist 2 include, but are not limited to: Mental Health Program Evaluation Specialist 3, Resources and Reimbursement Program Development Specialist 2, Social Work Supervisor 1, and Standards Compliance Analyst 2. The position is assigned to the Special Populations Unit and will participate in the research, development, implementation and oversight of programmatic and funding models for mental health services that promote recovery and the use of evidence based practices. Specific duties include, but are not limited to, the following:

Function as part of a multi-disciplinary team in the development of mental health program models that focus on special populations (e.g., geriatrics, transition age youth).

Provide implementation and oversight services for Geriatric Mental Health Demonstration Grant Programs in assigned project sites throughout New York State.

Provide agency support for the Interagency Geriatric Mental Health Planning Counsel.

Research program models which have been successfully implemented in other states and make policy recommendations.

Conduct analyses regarding behavioral health benefits provided by other states in managed care.

Review existing Laws, Rules, and Regulations to evaluate whether program models can be established within existing constructs.

Prepare reports related to assigned areas of expertise and identify emerging trends and problems requiring corrective action.

Respond to inquiries from individuals, families, and providers for information, support and referrals related to areas of Bureau responsibilities.
