Provisional: You must be a qualified employee of the New York State Office of Mental Health and have had one year of permanent competitive, or 55-b/55-c service as a Mental Health Program Specialist 2.

Under the direction of the Field Office director, the incumbent will manage, coordinate and oversee policy implementation, regulatory and quality assurance functions for the Hudson River Field Office. The incumbent is responsible for making independent decisions concerning complex programmatic and operational issues.

Specific duties include, but are not limited to, the following:

Direct the implementation and monitoring of new and existing Office of Mental Health (OMH) programs and initiatives in the Hudson River region such as Health Homes, Behavioral Health Organization and Managed Care, Housing, and Residential Treatment Facilities

Manage and supervise staff in the implementation and monitoring of Kendra’s Law.

Manage and supervise staff responsible for monitoring Residential Treatment Facilities (RTF) programs and children and families with complex needs.

Collaborate with affordable housing agencies to develop integrated and permanent housing; work with stakeholders (local government, consumers, family advocates and providers) to incorporate flexibility into housing, funding, regulation and oversight according to the OMH Housing Policy.

Articulate, monitor and provide technical assistance to county governments, local mental health providers, consumers, and other state agencies, as well as other field office staff concerning OMH regulatory requirements, policies and initiatives.

Develop and implement regional Suicide Prevention plan and provide regional and county specific interventions as needed.

Provide leadership to multidisciplinary review teams in the delivery of community based treatment and support services.
