This position is critical to the ongoing support of e-mail & collaboration services within HHS agencies. It will be expected to make key decisions on the architecture of Messaging & Collaboration systems including deployments, change management, disaster recovery, performance optimization, incident support, training, automation and systems availability. The engineer will require expertise in support of running a highly available, secure and scalable environment. Technologies will include, but not be limited to Smart Phones, collaboration tools (I.e.Cisco webex, Microsoft Share point/Lync ) Unified Communications, archiving, encryption and business continuity. Works under minimal direction with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:
-Perform day-to-day administration, maintenance, standards/policies and operational features/functions of the HHSC Enterprise Messaging & Collaboration systems including management and monitoring of associated service and support contracts, service level agreements, and performance metrics. (25%) Analyze data and make key decisions on the architecture of Messaging & Collaboration systems including deployments, change management, disaster recovery, performance optimization, incident support, training, automation and systems availability. (20%) -Develop and implement strategic and tactical plan across agency IT administrators and resource owners of messaging & collaboration technologies. Includes working closely with external vendors and professional services groups, as needed to resolve issues, upgrade, optimize or implement solutions. (20%) -Oversee and Manage applications hosted, via or reliant upon, the HHS Messaging & Collaboration technologies which includes next generation mobile device support (MDM) and SMTP services (20%) -Serves as a point of escalation and support to the HHS agencies who participate and various help desks. Provides 24/7 on call support for the HHS Enterprise Messaging & Collaboration system. (10%) -Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned (5%)

Knowledge Skills Abilities:
-Experience in PowerShell scripting or equivalent software development. -Experience supporting Windows Server -Experience using Active Directory -3+years hands on experience in either deploying or maintaining Microsoft Exchange (2007/2010) -Ability to analyze systems and procedures; to write and revise standards and procedures; to handle multiple projects; to communicate effectively; and to plan, assign, and/or supervise the work of others -Demonstrated critical thinking skills; familiar with tools for structured decision making -Ability to communicate effectively, in multiple formats, with all levels of agency personnel, excellent interpersonal documentation skills are a priority. -Demonstrated aptitude for providing exceptional customer service in politically charged environments.

Registration or Licensure Requirements:
Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another. Certifications in one or more of the following disciplines preferred: Cisco Networking, Microsoft Windows Server, Microsoft tools - Share Point, Lync, Exchange, Masters and Information Security. ITIL V2/3 Foundation preferred MCSE/MCSD Certifications or comparable experience

Initial Selection Criteria:
-Experience supporting Microsoft Exchange -Experience supporting Windows Server -Experience working with, negotiating, and developing multiple stakeholder partnerships.
