This position is responsible for managing highly complex or enterprise-wide IT Programs consisting of multiple projects. The individual will develop program management methodology, supporting business case and various enterprise wide high-level project plans. Responsible for tracking and reporting on all projects contained within the IT project portfolio. Incumbent will coordinate with ITS Functions, company PMO, Products and Innovation teams to ensure that expectations of its customers are in synch via business engagement processes and service management lifecycle methodologies.
Incumbent will manage project resource allocations, schedules and quality reporting for ITS â€“ Technology Projects and Execution (TPE) via a variety of IT PM and PMO tools, dashboards and departmental balanced scorecards. They will provide program management and thought leadership to IT in planning, organizing, and managing its programs.
ESSENTIAL FUNCTIONS Follow the proper governance for ITS projects to set and continually manage project expectations with team members and other stakeholders Support the development of major project proposals by assisting Project Managers in the development of robust project plans utilizing core project management methodology Direct Project Managers to ensure that projects are completed on budget and schedule, and that they meet the business needs set forth in the project specifications Track multiple project plans, schedules, milestones, and deliverables using appropriate tools; forecast resource utilization and capacity; identify and collect relevant metrics to get a baseline and ongoing trending for process improvements Develop and maintain ITS strategy maps, KPIs for ITS functions and projects, and maintain and publish ITS departmental scorecards; monitor, measure and report on project status to ITS leadership and senior business leadership Ensure projects will satisfy the needs for which they were undertaken by including quality planning, quality assurance and quality control; ensure that the people chosen for project teams are used most effectively through organizational planning, staff acquisition and team development Engage with IT leadership and senior business leadership to communicate program strategy, direction and changes; ensure that project information is communicated in a timely manner through: communication planning, information distribution, performance reporting and administrative closure Maintain efficiency of the project management process such as planning, scheduling, and budget and risk assessment; ensure that the project processes identify, analyze and respond to the project risk by including risk identification, risk quantification, risk response development and risk response controls

SUPERVISORY RESPONSIBILITIES: Manages teams of multiple project managers, project leaders, business analysts, SQA and/or support staff as direct or dotted line reports; responsible for the day-to-day operations of the ITS Project Management office; creates a structure/environment in which team members can work together as an efficient team Provide direction and leadership to staff; guide and coach staff in the completion of their day-to-day responsibilities and ensure that established policies and procedures are followed Handle interviewing, hiring, promotions, transfers, performance appraisals, compensation, counseling and termination of staff Develop and maintain all subordinate personnel by applying the necessary training and leadership that will allow internal growth and advancement Direct staff, to ensure that all duties are performed according to departmental performance standards Demonstrate sound decision-making and conflict resolution skills in all phases of projects
OTHER RESPONSIBILITIES Run multiple complex projects simultaneously while holding people accountable and maintaining vital relationships Develop a strong working relationship with assigned business group operations and engineering teams which results in increased cooperation and mutual support in achieving each other's goals Develop and implement strategies for providing facilitative support resulting in fewer incidents, increased availability, or accelerated deployments Perform other duties as assigned
Education: Bachelor's degree in Computer Science or Business Management related disciplines, or equivalent combination of education and experience in information technology required. Master's degree strongly preferred. Project Management certification (PMP) required. Additional certifications in ITIL, MOF, Six Sigma, Agile or Scrum strongly preferred. Experience: Ten (10) years of hands-on experience within Information technology required. Seven (7) years experience with Project Management in high-tech environment for both hardware and software required. Five (5) years of Program Management required. Three (3) years experience coordinating and supporting IT business processes, scheduling and budgeting, preferred.
KNOWLEDGE, SKILLS AND ABILITIES Knowledgeable in the end-to-end integration and functioning of infrastructure systems including LANs, WANs, storage, servers and virtualization Strong skills in negotiating program requirements, developing resource requirements, and managing geographically dispersed "virtual" teams Strong organizational, presentation, and customer service skills; experience presenting project proposals and winning acceptance Extensive experience utilizing earned value project management tools, preferably Microsoft Project and SharkPro/Primavera Knowledgeable in global scale application development, delivery and deployment Experience implementing and using tools needed for performance management and trouble ticketing; experience with creating dashboards, scorecards and other presentation of KPI status Demonstrated analytical and quantitative data mining skills, e.g., Earned Value (EV), SQL / XML, a plus; general knowledge of financial terms and concepts (inventory and budgetary) Experience with Process Methodologies â€“ Six Sigma, ITIL, PMI PMBOK, MOF, Waterfall and Agile Ability to handle multiple projects, work in fast-paced environment and meet deadlines; experience in managing a project budget of more than $5 million to plan; demonstrated extensive depth and breadth of IT program/project management experience in multiple functional areas such as: planning, integration, scope, time, cost, quality, human resources, communication, risk, and procurement Advanced proficiency in word processing and spreadsheet computer software applications; Microsoft Project, Visio, Outlook and SharePoint (or similar programs) Experience with Oracle Primavera/SharkPro or other portfolio management applications Excellent communication, decision making, and problem solving skills; communication skills include facilitation, negotiation, and conflict resolution, and the ability to write and present information in various forms Demonstrated self-direction and proactive approach and ability to think beyond the immediate problem
