M onitoring & Evaluation (M&E) Manager
BACKGROUND: In June 2010, the United States Agency for International Development (USAID) Office of Food for Peace (FFP) awarded Opportunities Industrialization Centers International (OICI) a five year, Title II Multi-Year Assistance Program (MYAP) Grant in Liberia to implement the Health, Agriculture, and Nutrition Development for Sustainability (HANDS) program. The goals of the HANDSprogram are to increase food security, reduce malnutrition, and increase educational access among vulnerable rural populations in the southeastern counties of Grand Gedeh and River Gee. An estimated 34,589 residents are expected to benefit directly from the HANDS program over the Life of Award (LOA).
OICI seeks an experienced Monitoring and Evaluation (M&E) Manager to join the HANDS team. Based in Monrovia with frequent travel to Grand Gedeh and River Gee counties, the M&E Manager will be responsible for all M&E components for the HANDS program including regular M&E reporting, leading a team of eight field-based M&E officers, four in each county. With technical direction and guidance from the Sr. Research & Evaluation Manager in Washington HQ, the M&E Manager will:
Develop and maintain HANDS M&E databases, including beneficiary tracking systems Create auditable M&E filing systems by indicator and by quarter Oversee and cross-check collection and analysis of all M&E related data to ensure accuracy and consistency Train field-level M&E officers on data collection and analysis to comply with USAID-specific rules, regulations, and procedures Liaise with HANDS partners to ensure timely and precise data collection and analysis Write monthly M&E reports to the Sr. Reseach&Evaluation Manager in DC and to USAID/Liberia · Write M&E sections of key USAID reports, including updates of the Indicator Performance Tracking Table (IPTT), Performance Monitoring Plan (PMP), Detailed Implementation Plan (DIP), and other USAID documents as required Assist the Sr. Research and Evaluation Manager in Washington DC headquarters to plan and implement special evaluations and studies Assist in the completion of other M&E related tasks as required MINIMUM QUALIFICATIONS:
- At least four years of professional M&E experience · M&E field experience on USAID programs, preferably in Africa · Ability to independently develop M&E tools, systems, procedures, and reports · Ability to oversee baseline and final evaluations, including managing a team of field enumerators · Proficiency in Microsoft Excel; experience with statistical software such as SPSS is a plus
