Has accountability for multidepartment areas or location(s) with significant impact on business unit results and organizational strategy. Applies expert subject matter knowledge to manage staff activities in solving most complex business/technical issues within established policies. Acts as a key advisor to senior management on the development of overall policies and long-term goals of the organization. Plans, directs and monitors high-end operational/tactical activities of Staff. Staff members' primary focus is on either high-end tactical or broad strategic issues or a combination of both. Recruits and supports development of direct staff members.

MAJOR DUTIES/RESPONSIBILITIES: · Responsible for Infrastructure Services within the functional area "Network and Telecommunications" consisting of WAN, LAN/WLAN, Internet, Remote Access, Landline, and VoIP solutions· 24/7 responsibility for network (voice and data) availability.
· Manage internal staff and multiple external service providers to ensure services are delivered with the contracted quality and service levels and maintain a strong and positive relationship with the providers.
· Manage and set priorities for the design, build, testing, installation, monitoring, maintenance and evaluation of all networks/telecom devices and services.
· Responsibility for Incident Management, Problem Management, Monitoring Response, and Reporting/Metrics
· Ensure processes and resources are aligned towards achieving committed SLAs and KPIs.
· Proactive communication on network health, impacts, executive escalations, and other critical analysis to Management and key stakeholders.
· Lead recovery team for Network Outages and prepare post-mortem root-cause-analysis.
· Design and implement short- and long-term strategic plans to ensure the network and voice services meet existing and future requirements.
· Participate in the development of IT strategies in collaboration with the ITLT.
· Establish and maintain regular written and in-person communications with the Holcim North America executives, department heads, and end users regarding pertinent voice and network activities.
· Conduct research and make recommendations on products, services, protocols, and standards in support of all device and equipment procurement and deployment efforts.
· Assess the feasibility and provide direction for various upgrade projects, improvements, and other conversions.
· Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality/user base.
· Establish service level agreements with Business and other IT teams as needed.
· Oversee support and resolution for all voice and network related problems, issues and incidents.
· Own, implement, and maintain processes and procedures, and associated training for voice and network administration
· Ensure minimal down time of all critical network resources
· Other duties as assigned.
QUALIFICATIONS: · Bachelor's Degree in Computer Science or related field
· Ten (10) or more years network experience
· Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access)
· Customer service skills in wireless and wireline technologies
· Experienced in telecommunications – analog and VoIP
· Excellent experience working with vendors and contractors
· Excellent coaching and motivating skills with all levels of employees
· Ability to influence others and direct toward a common vision or goal
· Customer Service oriented, with a working knowledge of ITIL foundations
· Advanced Conflict resolution and problem solving are required skills.
· Proven work record of improving business processes and procedures to maximize efficiency, including a strong data and analytic orientation.
· Participates in creating a culture where employees are highly motivated, energetic, excited and enthusiastic working for the company
· Implements measurement, reward/recognition and compensation plans that are competitive, motivating, aligned with the Company’s value proposition, vision and strategy, and within approved budget guidelines
· Addresses performance issues and provides ongoing and corrective feedback in a timely and constructive manner.
· Manages staff scheduling to meet business goals including work assignments/rotations, employee training, employee vacations, employee breaks, overtime assignment, back-up for absent employees, and shift rotations.
· Mitigates team conflict and communication problems through coaching and conflict resolution practices.
· Ability to travel up to 15%
