These positions involve technical and analytical work as follows:
System administration, architecting, development, and support for the Retirement Division's pension administration systems and other internal department administration applications. Development duties include:
- Business process automation analysis
- System architecting
- Coordination with business analyst on requirements gathering and use case development
- Technical mentoring of other developers
- System design
- System development
- Testing methodology implementation
- Test plan development and execution
- System automation and integration with Microsoft (MS) .NET languages and technologies
- Report development with MS SQL Server Reporting Services
- Tightly coupled development/integration with Workflow technologies.
- Project Management of larger development support initiatives and system enhancements
System administration, architecting, development, and support require:
· Proficiency in the use of MS Visual Studio, .NET Framework, Team Foundation Server, T-SQL and Stored Procedures, C#.NET, VB.Net, ASP.NET, LINQ, and MS Project.
Due to a technology upgrade in process, a candidate with experience in Web application development using ASP.NET MVC4 architecture with Razor views and Entity Framework for data layers is preferred; however, these skills are not required.
If no candidates meeting the competencies necessary for hiring at the level of Business and Technology Application Analyst -Advanced are identified, the Department of the State Treasurer may hire candidates at the level of Business and Technology Application Analyst –Journey.
Knowledge, Skills and Abilities / Competencies:
Technical Knowledge: Ability to interact and serve as a technical resource to technicians and analysts. High technical knowledge level of applications systems analysis and programming. Understanding of detailed technical issues to design architecture for stable technologies and provides direction for technicians and other analysts.
Planning and Organizing: Knowledge of work standards, standard processes and references to regularly assist management in changes. Ability to plan and organize day-to-day work of other technicians and/or analysts.
Technical Solution Development: Ability to investigate, research and implement new technologies in specialty or related area. Knowledge of computer equipment capacity and limitations to devise or modify procedures to solve complex problems.
Technical Support: Ability to interact with and serve as a key resource in solving problems of high complexity to other analyst and technicians. Ability to recommend methods of resolving problems to lower level analysts or client representatives.
Consultancy Skills: Ability to consult with clients on issues and requests that require the implementation or creation of a custom solution.
Project Management: Ability to manage complex projects.
Teamwork: Plans and works on shared or joint projects and coordinates with others to achieve agreed upon outcomes.
Customer Service: Establishes a positive relationship by demonstrating ownership of customer issues.
Organizational Awareness and Support: Demonstrates strong working knowledge of the functional unit and the Department and relationships for problem solving. Actively supports the goals and objectives of the functional unit and the Department.
Effective Communication: Interprets and communicates information. Solicits and selects appropriate information and best method or format for delivering or receiving it either in writing or verbally. Clearly conveys ideas on non-routine subjects.
Minimum Education and Experience Requirements:
Graduation from a four year college or university with nine semester hours of programming and one year of experience in business applications consulting or development. Experience in the field of work related to the position's role may be substituted on year for year basis.
A minimum of two years of hands-on development experience and a minimum of one year with the specific skills listed under Major Duties above. Must have excellent interpersonal and communication skills. PMP certification preferred, but not required. Preference given to candidates with experience or exposure to newer Microsoft products (MS Visual Studio, .NET Framework, SQL, LINQ, WCF and Web Services, Workflow Foundation, automated unit and web test development/maintenance inside Visual Studio).
