This position will perform moderately complex business process and system analysis to determine methods, needs and efficiencies for the Parks and Open Space Division. Works with staff and external customers as a business analyst and project coordinator to identify changes, improvements and solutions to existing processes and recommends solutions to meet new and other business needs. Documents respective business needs, requirements and associated long term electronic archives, (LiveLink), for business reference purposes. Works with staff and County Purchasing to develop RFP's to contract for a variety of Information Technology and business system projects and related vendor services. Additionally, works with staff and other county departments to coordinate and verify business practices, efficiencies and approaches. These may include ITS systems, business systems and models, special projects or others as assigned. Reports to Manager of Administration & Education Services.
Determine new and potential business systems and needs to provide enhanced functionality and efficiencies for the Department. Identify and develop business model processes and requirements to assist with projects as assigned,utilizing best project management pratices. These may include specialized business systems and approaches to utilize on-going Fleet Management data, developing a comprehensive Revenue/Fee structure and model for the Parks Department and customized database tracking systems. Documents standard practices and methods for any developed business model or system to be used as an electronic archive for staff to follow and use. Provides moderately complex business processes and analysis to assess systems in place and identify business modifications as applicable.
In addition, serves as primary staff interface with the County ITS Division to research, analyze and recommend information technology solutions to meet business needs. Coordinates related planning, development and implementation. Works with County ITS and Purchasing to develop related RFP's for ITS business systems and others as assigned including bid specifications. Coordinates with other County organizations and customers as needed to implement the most cost effective and positive business impacts for the Parks and Open Space Divisions.
Bachelor's degree in Business Analysis/Project Management, Information Technology or a closely related field and a minimum of five years related work experience. Experience with business process improvements, information technology systems as they relate to a parks/open space program preferred.
