Manage the operations functions of the Regional Educational Laboratory (REL) Appalachia contract, to include proactive leadership role in document production, oversight of contracts and invoicing, and deliverable tracking.

1 Manage document production for all REL Appalachia deliverables by assigning documents to a team of editors and formatters and ensuring the quality and timeliness of their work.

2 Liaise with Contracts and the Project Management Office to prepare invoices for the U.S. Department of Education, process invoices from subcontractors, and prepare task orders and statements of work for subcontractors.

3 Manage all aspects of the REL Appalachia deliverable tracking system and ensure the workflow of all documents and deliverables.

4 Provide guidance, direction and, oversight to work assignments provided to the REL Appalachia administrative assistant.

5 Collaborate with the REL Appalachia Director and CNA, and IPR senior leadership to continually monitor the performance of the REL Appalachia contract and CNA’s quality assurance review.

6 Participate in meetings with the Contracting Officer’s Representative (COR) from the U.S. Department of Education and prepare meeting summaries.

7 Possess ability to operate independently at a consistently high level, while providing concise guidance and direction to REL support staff.

8 Must be able to provide significant contributions to REL project completion efforts in a leadership capacity, while providing direction and support to other staff members. Must be able to contribute significantly to the development and implementation of goals and objectives of specific REL projects thereby providing greater impact on project direction and process functionality.

9 Perform other duties as assigned.

Job Requirements

1 Education: Bachelor’s degree in finance, accounting or related fields is preferred. Master’s degree is a plus.

2 Experience: Minimum 10 years relevant experience required, including development of budgets and business proposals, financial oversight. Familiarity with CNA/IPR’s operation is a plus.

3 Skills: Ability to operate independently and proactively in the execution of assignments; excellent interpersonal, oral and written communication skills; strong critical thinking and organizational skills; Microsoft Office; database management. Must possess ability to exercises leadership and sound judgment in decision-making in the areas of budget planning and tracking, staffing, and delegating effectively. Must possess advanced editorial skills to assure oversight of document planning, preparation and delivery.
