The Sacramento Regional Fire/EMS communications Center is seeking applications and resumes from highly motivated, energetic persons to fill the position of Operations Manager. Sacramento Regional Fire/EMS Communications Center dispatches fire and emergency medical services for the fire agencies in Sacramento City, Sacramento County, Elk Grove, Folsom, Galt and surrounding areas, with a mixed rural-suburban-urban population of 1.5 million and approximately 1000 square mile area. Approximately 160,000 calls are dispatched per year. A Joint Powers Authority with members representing City of Sacramento, Sacramento Metropolitan Fire District, Cosumnes Community Services District and the City of Folsom governs the Communications Center via an on-site Chief Executive Director.

The Communications Center, located in east Sacramento County, was remodeled in 1995 and administration offices, technology support work areas, a computer room, kitchen, shower and rest room facilities, as well as a secure dispatch area comprise the 6,000 square feet of available space. The dispatch floor is equipped with a PRC Cobol CAD System, Positron Power 911 phone system and an 800 megahertz region-wide radio system. Authorized staffing includes 30 dispatchers and seven dispatch supervisors supported by three managerial positions, three administrative positions, and five technical support positions for a total of 47 positions.

Under the guidance of the Chief Executive Director, the Operations Manager is responsible for the day-to-day operations of the dispatch center, management of dispatch supervisors and oversight of all operational training activities and quality assurance programs. In the absence of the Chief Executive Director, the Operations Manager may serve as acting Chief Executive Director.

This is an exempt position under the guidelines of the Fair Labor Standards Act (FLSA), is contracted and is an at-will position, not represented by the employee bargaining unit.

The successful candidate must have the ability to communicate effectively in written and oral form with outside agencies and SRFECC personnel, possess outstanding interpersonal skills, understand the general principles and practices of public administration, regulatory agencies, their rules and regulations and operational procedures; participate in budget development and financial forecasting and create and enforce operational policies in compliance with the general supervision of the Chief Executive Director. The successful candidate will have demonstrated excellent personnel management and strong effective leadership qualities, including goal development and implementation.

Bachelors Degree in Public Administration, Business, Fire Service Management or Law Enforcement, or a closely related field. A combination of graduation from high school and college level course work and work experience may be considered in lieu of college requirements at the discretion of the Chief Executive Director.

A minimum of five years experience in a public emergency communications agency, including at least two years at the supervisory level with budgeting and project management experience is required.

The annual salary for this position is $97,177 - $118,144. Salary is commensurate with experience and qualifications. Employees will be members in the Public Employee Retirement System (PERS) with the appropriate pension formula in accordance with the 2012 Public Employees Pension Reform Act.
