The T&OC Product Line Lead will inspire a shared vision for the value of learning and performance and recognition of its contributions to the business outcomes. The successful candidate will possess strong business acumen and be able to listen to and work with leaders, understand their business strategies and translate these strategies into the development of talent and organizational capability strategies and tactics that will support the product line and IS&GS.
Responsible for driving organization development, talent management (in partnership with the Talent Lead) and overall learning and capability development strategies, tools, consulting services, and processes in the following technical areas:
•Capability Development, including formal and informal training/development approaches, methodologies and delivery mechanisms, Organization structure and design, Change management, Team effectiveness, Employee engagement, Leadership development at the executive level (in partnership with the Talent lead), middle manager, and first line leader level, Succession planning (in partnership with the Talent Lead), and Organization effectiveness. Work should have contextual relevance to other HR elements such as Performance Management (in partnership with Total Reward) and Workforce Planning (in partnership with Workforce Strategy, Analytics & Acquisition team).
•Provide customer base with strategic consulting services on leadership, employee development and organizational effectiveness/organizational design issues. Facilitate creation of a capability development mindset and help improve HR and leader skills in effective employee development. Bring in other consulting resources as needed.
•In partnership with Talent Lead, consult on individual development needs related to Talent Management in order to broker internal and external resources (executive education, professional coaches, etc).
•Support implementation of IS&GS T&OC initiatives within the Product Line. Work with HR leaders, Business Leaders and other stakeholders to understand unique needs of the PL and support effective execution of key initiatives. Responsible for integration of projects with other HR processes and programs to ensure common approaches, language, and mindset.
•Serve as a liaison to IS&GS T&OC Team. Assess PL needs as they related to business strategy and share best practices as well as gaps in the PL people development space. Work with COEs to deliver solutions and support broad initiatives across full IS&GS population as appropriate.

•Demonstrates advanced knowledge in multiple organization development, talent management and leadership development disciplines.
•Demonstrates in-depth knowledge of talent management and leadership development disciplines, including performance management, succession planning, talent planning, assessments, competency development, and executive & leadership development.
•Demonstrates advanced knowledge and experience with respect to Organizational Development/Organizational Effectiveness content areas: change management, organization and team effectiveness, organization design, performance management, assessments, value measurement/ROI, executive development, employee engagement and culture change.
•Demonstrates excellent project management skills in the management of large scale organization development, capability development, and leadership development projects
•Has proven success in developing and aligning the workforce learning function, capabilities, and initiatives across different cultures and operating environments.
•Demonstrates the ability to balance technical/specialist know-how in learning and development with a strategic business orientation and acumen.
•Demonstrates the ability to create consultative business partnerships and serve as a key advisor to the product line’s executive team.
•Displays highly strategic and analytical approach, with proven ability to define, collect and analyze data, establish facts, draw valid conclusions, and make fact-based decisions and solve complex problems.
•Possesses strong organizational development skills; comfortable in a consultative role with business leaders at all organizational levels.

-Experience in effectively interacting with and influencing senior level HR and business/function leaders
