The primary purpose of this position is to provide acquisition services in support of major weapon systems, including related equipment and communication systems.

Participates with teams in developing strategies and plans for highly complex, high monetary value; long term acquisition of major weapon systems that encompass a variety of high technology equipment systems.

Recommends, initiates and develops acquisition processes and procedures in support of highly complex, high monetary value, long term acquisitions for major weapon systems.

Identifies problems, researches and analyzes alternatives and recommends solutions.

Completes short term and long term special projects.

Participates in special teams, inter-agency programs and government industry conferences.

BASIC QUALIFICATIONS

:

Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.

OR

Current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force

AND

SPECIALIZED EXPERIENCE

:

At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.

Specialized experience must include (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.

Duties may have included awarding of contracts within delegated contracting officer authority, or recommending award to contracting officer on contracts outside delegated authority.

Exercises experienced judgment, initiative and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to devise new contractual provisions or innovative financial arrangements and incentives, to develop justifications for adopting a contractual posture which includes new or modified contractual positions or which appears to be at variance with established guidelines.

Serves as technical expert and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters.

Technical decisions are normally accepted.

May serve as leader over lower grade contract specialists, providing technical direction and guidance on unusual problems and new assignments.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:

Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs

):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of acquisition statutes and precedents, federal requlations and agency-specifice directives, policies and procedures.

2. Knowledge of a broad range of acquisition methods, contract types, business practices and acquisition specializations.

3. Skill in oral and written communication.

4. Familiarity with and skill in using computer systems and business software and ability to utilize internet sources.

5. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

6. Ability to plan, organize work and meet deadlines. Completion of all Defense Acquisition Workforce Improvement Act (DAWIA) requirements.

PART-TIME OR UNPAID EXPERIENCE

: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT

:

1. This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDF).

2. The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

3. The work requires the employee to occasionally travel away from the normal duty station on military or commercial aircraft to attend conferences and meetings.

4. Safeguards classified or sensitive budget/cost related information and files

5. Employee may be required to work overtime.

6. Employee is expected to meet continuing Acquisition Education requirements.

7. Employee must be able to obtain and maintain a Top Secret (TS) clearance with Sensitive Compartmentalized Information (SCI) access in order to fully perform the duties and responsibilities of this position.

8. This is a drug testing designated position. The incumbent is subject to random drug testing for drug use (AFI44-107).

9. Employee is required to submit an initial and annual SF-450 Financial Disclosure in accordance with the Joint Ethics Regulation.
