US Transportation Command (USTRANSCOM)

The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.


Performs contract writing system technical responsibilities.


Conducts technical review of a wide range of pre-award and post-award contracting actions from all buying divisions such as fixed price and cost contracts, incentive, and option and delivery order contract types for a variety of complex programs, such as equipment and components of major systems, complex scientific programs, and/or research and development for specialized equipment or components including cost and pricing data, special or unusual contract provisions and terms, unfavorable market conditions, complex competitive and limited competition or sole source due to urgency or quantity.


Performs contract writing system and e-commerce technical tasks and responsibilities.


Provides a wide range of advice and assistance to contracting office, functional areas and quality assurance personnel throughout USTC encompassing systems and programs, which are used by the Command on a number of issues and matters to include contracting policies and procedures.


Conducts and provides training and assistance to contracting personnel and customers. Training is based on requests for training, reviews of contract vehicles, containing errors or reflecting adverse trends, or upon receipt of new or rewvised regulatory or program materials.

Basic Requirements:
Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees


at least 24 hours in business-related courses in any of the following fields:

accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(This requirement can be obtained within the degree or in addition to the degree).

The education requirements listed above apply only to individual entering DoD 1102 positions on or after October 1, 2000.

Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if:

  • Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; - Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty.
  • Is in the Contingency Contracting Force.
Applicants must possess one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, the specialized experience must have been at least at the

GS-09 for the GS-11 or the GS-11 for the GS-12

or equivalent under other pay systems in the federal service.

Specialized experience is experience that may have been gained while providing acquisition and contract administration services in support of a wide variety of highly specialized, complex, or unique long-term programs.

**Federal Time-In-Grade (TIG) Requirement:
Internal applicants must have served at least 52 weeks at the

GS-09 for the GS-11 and the GS-11 for the GS-12

or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


Knowledge of Federal, DoD, and USTC procurement statutes, Executive Orders, policies, and regulations.


Knowledge of federal Acquisition Regulations, Executive Orders, DoD and USTC policies, procurement and contracting regulations, principles and procedures.


Knowledge of current commercial business practices and market conditions


Skill in written and oral communications.


Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to plan, organize work, and meet deadlines.


Knowledge of the technical database system operations, maintenance, processing functions, and interface capabilities of USTRANSCOM’s contract writing system with other E-Commerce systems.



Credit will be given for appropriate unpaid and or part-time work.
