· The primary purpose of this position is to serve as a command headquarters level Program Analyst responsible for conducting and/or actively participating in a variety of studies and analyses of organizations, and functions, and work processes to improve mission effectiveness, resource efficiency, and resource savings.
· Represents the Directorate of Manpower and Personnel on various planning and programming working groups.
· Analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency within the Manpower, Personnel and Services community.
· Serves as Directorate of Manpower and personnel project officer for AFGSC A1 metrics. Collects and reviews statistical data and metrics of strategy review objectives for which A1 is the lead. Serves as Directorate focal point for receipt of/appropriate action for all host-tenant agreements, memorandums of agreement/understanding, etc., that impact Directorate activities.
· Represents Directorate on a variety of working groups, special projects, and committees; prepares and delivers oral presentations such as briefing, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: On e (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include knowledge and skill in analyzing the effectiveness, efficiency and productivity of manpower and personnel operations carried out be administrative and technical personnel throughout AFGSC. Knowledge of the mission, organization and work processes in AFGSC; in analyzing and advertising on proposed reorganizations and realignments of positions or in most cases of entire functions; Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies which concern the efficiency and effectiveness of programs.

2. Knowledge and skill to gather, assemble and analyze facts, draw conclusions, device solutions to problems, identify changes and trends, and use analytical and evaluative methods to accurately assess information and make sound decisions.

3. Knowledge pertinent laws, regulations, policies, and precedents that affect the use of plans, programs, and related support resources the area studied.

4. Knowledge of pertinent laws, regulations, policies, and precedents governing military compensation and entitlements policies and procedures.

5. Knowledge of management principles and techniques pertaining to manpower resources as they relate to organizational realignment and/or closure, outsourcing and privatization studies.

6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy in order to plan and execute complex, multi-faceted projects, to include organizing and leading study teams.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT : · Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
· May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
· May be re-assigned to another position of equal grade and pay for which the employee is qualified for reasons determined to be in the best interest of the Air Force. The Air Force Mobility Agreement is required to be signed by the incumbent of this position.
· A Bachelor’s degree is highly desirable.
· Must be able to obtain and maintain a Secret clearance.
