The

primary

purpose

of

this

position is to administer

HQ

AETC

Deliberate Plans

and

Deployment program

to

include

all

aspects

of

the

Air

Expeditionary Force

(AEF).

Serves

as

command

headquarters

expert deployment

manager, responsible

for

deliberate

planning

policy

development,

implementation,

maintenance

and

execution of

all

related contingency

war

planning.

Develops,

maintains,

and

is

responsible

for

the

data

integrity

of

Operational

Plans

(OPLAN),

Air

Force-

Wide UTC

Availability

and

Tasking

Summary

(AFWUS),

Joint Op

erations

Planning,

and

Execution

Systems

(JOPES),

and Time

Phased

Force

Deployment

Data

(TPFDD)

databases.

Develops

major

policy-making

directives

and

standards

that are involved

in

systems

life

cycle

functions

and

the

extent of

services

provided.

Serves

as

the

functional

advisor

in

assigned

functional areas.

HQ

AETC

representative

to

a

variety

of

DOD,

MAJCOM,

Air

Force,

theater,

installation,

and

functional

area

organizations.

Conducts

automated planning

systems

training

and

provides

assistance

to

HQ

AETC

staff

planners,

subordinate

units,

higher

headquarters,

and

other

DoD

agencies

.in

all phases

of

developing

support

contingencies

and

deliberate

planning.

SPECIALIZED EXPERIENCE

: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include s

of command-level

plans

and

programs

for

conducting

major

operations

such

as

deployment,

mobilization,

programs.

Federal Time-In-Grade

(TIG): Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

operations

exercise,

experience in

the

application of joint

operations planning processes,

development cycle

(initiation

phase,

concept

development

phase,

plan

development

phase,

plan

review

phase,

and

supporting plans

phase);

automated planning systems

such

as

JOPES,

COMPES,

AFWUS,

DCAPES,

TPFDD,

and

WMP,

etc.

Experience gained

in

applying

the

Deliberate

Planning program

in

an

Air

Force

environment

is

highly desirable.

3. Knowledge

of

Air

Force

and

command program

goals

and

objectives,

the

sequence

and

timing

of

key

operational

events

and

milestones,

and

methods

of

evaluating

the

effectiveness

of

planning

actions related

to

actual

events.

4.

Knowledge

of

the

relationship

of

the

various

command

entities

involved

in

overall

program

planning

and

execution of

military

operations

and

evaluations.

5. Skill in

designing and

conducting

comprehensive

studies,

and

preparing

solutions

to especially broad,

and

significant military

operational

and

contingency

areas.

6. Ability

to

plan,

organize,

and

lead

others

in

studies

or

projects

and

to

negotiate

effectively

with

management

to

accept

and

implement

recommendations,

where

proposals

involve

substantial resources,

and

require

extensive

changes

in

established

concepts

and

procedures.

Ability

to

communicate

effectively·both

orally

and

in

writing;

negotiates

complex

issues;

and

maintains

good

working

relationships.

PART-TIME OR UNPAID EXPERIENCE

: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
