DUTIES & RESPONSIBILITIES :
Responsible for definition, development, and program management of complex, high-energy laser programs and their application to military missions. Manages laser weapons programs, including determination and documentation of technical objectives, requirements, and interfaces in the conceptualization, design, development and/or solutions for designated laser-based hardware/software systems. This position is responsible for working with senior management to formulate response to known & new business opportunities and for developing new initiatives / concepts for future business. Ensures the logical and systematic conversion of customer or product requirements, user needs, or capability gaps into laser technology solutions consistent with technical, schedule, and cost constraints. Coordinates with technical and program management staff to execute IR&D and Contract-funded efforts including direction of technical efforts, major reviews and responses to customer requests.

Participate with engineering to establish design concepts, criteria, and engineering efforts for product research, development, testing, and integration.

Interact with internal and external representatives at various levels concerning resolution of technical and scheduling issues. Act as primary contact for program issues.

Act as the primary customer contact for program activities and may lead program review sessions with customers to discuss cost, schedule, and technical performance.

Identify program issues and provide leadership in developing solutions such as re-allocation of resources or modifying contract specification.

Contribute to the development of new business opportunities and expansion of existing business opportunities. May participate with Group management in pursuing business partnerships, alliances, and joint ventures that enhance the capabilities of the Group/Company and may result in new products, programs and business opportunities.

Manage the development of and ensure the security of proprietary technology, and maintain the strict confidentiality of sensitive information.

Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.

Must be able to develop solutions to problems that require coordination of technologies across program requirements.

Influence, and coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s). Influence contract acquisitions, negotiations and modifications.

Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.

Requirements:
MINIMUM QUALIFICATIONS :
Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience with at least five of those years managing programs. May substitute equivalent experience in lieu of education.

Experience with system engineering, project engineering or program management of laser technology & development.

Capable oral and written communication skills, with expertise in technical writing, specification preparation, requirements derivation, and system architecture development.

Demonstrated technical expertise in the application of laser technology, systems engineering principles, concepts, theory and practices.

Experience with program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.

Must be able to develop solutions to problems that require coordination of technologies across program requirements.

Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.

Ability to obtain and maintain a DoD Security Clearance is required.

DESIRABLE QUALIFICATIONS:
Advanced engineering degree(s).

Knowledge of Department of Defense HEL weapons architecture, systems engineering, and system acquisition practices, such as those contained in laser technology, optical systems, power & thermal management, and applicable MIL standards and in associated DoD Directives (5000 series) and Defense Acquisition Guidance (DAG) documentation.

Familiarity and experience with high-energy lasers, weapons systems and/or sensor systems technologies.

Experience in laser & beam control development, systems engineering and weapons development processes, including working knowledge of and experience with other disciplines such as risk management, specialty engineering, logistical support analyses and program development.

Active DoD Secret level security clearance or the ability to obtain one.
