Under general supervision, analyze, design, develop, implement and support programming solutions, including the implementation and support of commercial applications, and do other work as required. This is a journey level classification. Incumbents perform a full range of moderately difficult duties. Work is usually performed under general supervision. The current vacancy is in the Human Services Department where the selected individual will be developing and supporting custom applications using Microsoft Visual Studio 2012, Visual Basic.Net and Microsoft SQL Server 2008 and will be the technical lead in the implementation and support of the department’s document imaging solution using Kofax Capture, Kofax Front Office Server, and Kofax Transformation Services. The list established from this recruitment may be used to fill current and future part-time, full-time, temporary, and substitute vacancies during the life of the list.

EMPLOYMENT STANDARDS

THE REQUIREMENTS: Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical ways to obtain the knowledge and abilities would be:

A Bachelor’s Degree from an accredited college or university with a major in computer science or a closely related field, including course work in both applications programming and systems analysis.

OR

Two years of experience performing systems analysis/design and programming for business applications, which included analysis and design of several systems or segments of major systems.

Special Requirements : Some positions may require fingerprinting and/or background investigation. Availability to work irregular hours, which may include evenings, nights, weekends and holidays.

Knowledge: Working Knowledge of one or more specific tools and languages used by the department; the principles and techniques of programming in at least one programming environment, through experience and/or formal education; the theories, principles, and practices of developing and supporting information processing systems; at least one scalable, multi-user database; basic database performance tuning and security issues; and the fundamentals of process modeling, data modeling, and database design.

Ability to: Assume responsibility for a complete module or component; write computer code in various languages or in the language of the assignment; analyze small to mid-sized systems and program specifications; understand and manipulate data structures; demonstrate good software development skills; design and develop complete creative and innovative solutions to problems; analyze and evaluate programming problems and develop and implement logically correct solutions; define problem areas, collect and evaluate data, validate conclusions and make recommendations; demonstrate detailed understanding of customers’ needs and business practices; leverage and reuse one’s own work; perform thorough testing of one’s own work and diagnose problems in it; Create accurate work timeframe estimates so as to produce results in a timely manner; read, comprehend, and write technical documentation; communicate effectively, both orally and in writing; and work cooperatively and effectively with other staff members, customers and vendors.

BENEFITS

EMPLOYEE BENEFITS:
ANNUAL LEAVE - 22 days first year, increasing to 37 days after 15 years. Available after six months for vacation and/or sick leave.

HOLIDAYS - 12.5 paid holidays per year.

BEREAVEMENT LEAVE - 3 days paid in California, 5 days paid out-of-state.

MEDICAL PLAN - The County contracts with CalPERS for a variety of medical plans. For most plans, County contributions pay a majority of the premiums for employees and dependents.

DENTAL PLAN - County pays for employee and dependent coverage.

VISION PLAN - County pays for employee coverage. Employee may purchase dependent coverage.

RETIREMENT - Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years. County pays a portion of retirement contribution and participates in Social Security.

LIFE INSURANCE - County paid $20,000 term policy. Employee may purchase additional life insurance.

SDI - Employees in the General Representation Unit participate in the State Disability Insurance (SDI) program. This program is funded 100% by employee payroll deductions.

DEPENDENT-CARE PLAN - Employees who make contributions for child or dependent care may elect to have their contributions made utilizing “pre-tax dollars.”

H-CARE PLAN - Employees who pay a County medical premium share of cost may elect this pre-tax program.

HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) - Employees may elect this pre-tax program to cover qualifying health care expenses.

EMPLOYEE CREDIT UNION - Offers systematic savings and low interest loans.

DEFERRED COMPENSATION - A deferred compensation plan is available to employees.

OTHER - Other pay and benefit items apply to certain positions or assignments, such as Bilingual Pay and Night Shift Differential.

If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental application. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
