Oversees designers, project managers, and cabinet makers responsible for all renovations for the County.
Controls all projects within area of responsibility including monthly schedule updating, cost analysis, and prepares reports for management and the Board of Commissioners.
Prepares and presents status reports to the Department Director, Agency Director, County Manager, and Board of Commissioners as necessary.
Coordinates the awarding of building and facilities construction contracts and assigns supervisory responsibility; acts as the contracting representative for all contracts within area of responsibility.
Prepares contract language documents for use in bids and contracting for construction or maintenance work; supervises the execution of all contracts for which the department has oversight authority.
Performs contract administration functions, e.g., selecting architectural and engineering contractors, negotiating terms and conditions, determining scope of services, budget management and control.
Prepares Requests for Qualifications, Requests for Proposals, and Invitations to Bid, including development of specifications and facilitating selection committees.
Monitors status of ongoing contracted construction projects by controlling costs, managing risks, issuing change order directives, and resolving claims.
Plans, organizes, daily operations of the division, including scheduling, specifying policies and procedures, equipment and manpower; plans short-term activities and special projects; develops and implements work objectives for unit.
Prepares, monitors, and updates construction project schedules and budgets; performs daily site visits to monitor construction progress and ensure adherence to project schedules; budget parameters and specifications.
Evaluates projects to determine the order of importance; establishes and assigns priorities; ensures adherence to prescribed schedules and monitors work in progress for adherence to procedures and schedules; functions as initial contact for emergencies.
Prepares the division's operating and capital budgets; assists in the preparation of departmental budget by developing construction budget estimates and other estimates as may be required for planned capital improvement and / or special projects, etc.
Performs other related duties as assigned.
Minimum Qualifications:
Bachelor's Degree in Construction Management, Business Administration or related field; supplemented by five years of progressively responsible related experience, such as in construction management, including inspections, architectural and site plans review, and contracts administration; or an equivalent combination of education, training and/or experience.
Valid Driver's License
Preferred qualifications: Construction Management experience to include planning and development, scheduling, budgeting, estimating, contract administration, interaction with utility providers and code officials, risk management, subcontractor and supplier control, demonstrated experience with ON TIME, WITHIN BUDGET, and HIGH QUALITY renovation and construction project management.

While performing the essential functions of this position the employee is occasionally exposed to fumes or airborne particles, toxic or caustic substances, outside weather conditions, excessive noise, and dampness/humidity.
