MASSACHUSETTS ARMY AND AIR NATIONAL GUARD
TECHNICIAN VACANCY ANNOUNCEMENT
This position is open to all eligible members of the Massachusetts Army and Air National Guard or eligible for immediate transfer into the Massachusetts National Guard.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Massachusetts Army or Air National Guard. Applicants who are not currently a member of the Massachusetts Army or Air National Guard must be eligible for immediate membership and employment in the Massachusetts Army or Air National Guard. This position is located in the Joint Force
Headquarters - State, Personal Staff, Public Affairs Office. As the states Public Affairs Officer (PAO),
the incumbent is responsible for all Army and Air National Guard public,
community and media relations within the state and for providing supervision
and direction to the staff of the Joint Force Headquarters - State
(JFHQ-State), Public Affairs Office, as well as field and unit public affairs
specialists personnel covering
GENERAL EXPERIENCE : Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems.
SPECIALIZED EXPERIENCE : Must have at least 36 months experience,education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to Public Affairs (i.e. public relations, journalism, information processing science, communications, english composition or other course where primary emphasis is on communications and writing skills).
Military grade range: MAJ to COL
In order to meet the qualification criterion for appointment to the GS-13 Public Affairs Officer position, the applicant must include in his or her selection package a school certificate which is the source document for the completion of the military formal training Public Affairs Officer's Course; or, in lieu of a military formal training certificate, a waiver memorandum of the formal military school requirement from the functional manager prior to the appointment into the position.
