The Arizona Corporation Commission ("Commission") is seeking a Public Utilities Consumer Analyst ("PUCA"). This position is located in the Consumer Services Section of the Commission's Utilities Division. PUCAs are responsible for resolving program related issues; comprehending and applying rules, regulations, policies and procedures; conducting interviews and assessing appropriate course of action; manage assigned workload; utilize automated systems to enter and retrieve programmatic or customer data; plan, coordinate, analyze and establish priorities; establish and maintain effective working relationships with Division Staff, utility personnel and the general public. Candidate will work closely with utility companies that provide public water, wastewater, electric, gas and telecommunications services and must have experience in the knowledge of public utility regulations. Ideal candidate will have skills and experience in public speaking; effective oral and written communications skills and background/knowledge of public utility regulations. Should be computer literate and have experience dealing with the public.

The successful candidate will demonstrate the following:
Preference will be given to applicants with a Bachelor's degree from an accredited college or university in accounting, business administration, finance, economics, statistics or closely related field or significant work experience in accounting, economic, financial, rate analysis of professional utilities accounting which included evaluating and determining customer eligibility.
- Knowledge of dispute mediation; problem resolution techniques via superior interviewing practices; and customer service techniques.
- Skill in verbal and written communication to explain statutes, rules, and regulations; provide feedback to departmental staff; provide analysis, interpretation and communication of response to a variety of customers and the public; and operate a variety of computer systems and software.
- Bbility to resolve program related issues; comprehend and apply rules, regulations, policies and procedures; conduct interviews and assess appropriate course of action; manage assigned workload; utilize automated systems to enter and retrieve programmatic or customer data; establish and maintain effective working relationships; plan, coordinate, analyze and establish priorities.
The selected candidates will be responsible for the following:
a. Performing analysis and investigations of water, wastewater, energy and telecommunication complaints and resolving such complaints,
b. Developing creative solutions to controversial regulatory issues,
c. Providing testimony supporting the Utilities Division's findings and recommendations,
d. Conducting mediations/arbitrations for consumer complaints,
e. Clearly and concisely explaining and supporting the Utilities Division's findings and recommendations, both verbally and in writing, to non-technical persons,
f. Thoroughly documenting all work conducted in Consumer Services Database
g. Properly prioritizing assigned projects in a manner that will allow those projects to be adequately and thoroughly investigated/analyzed, while still meeting required timelines,
h. Working in a team environment with most cases having an assigned Engineer, Consumer Services Analyst, and Attorney and Accounting/Financial subject matter.
i. Reviewing tariff filings by the utility companies to assure compliance with Commission rules, regulations and decisions,
j. Evaluating utility companies' claims, determining the adequacy and reliability of submitted data, and determining the need for and nature of additional data required to complete complaints,
k. Preparation of an "Order to Show Cause" and/or Open Meeting Agenda items when necessary,
l. Attending and/or conducting public comment meetings,
m. Assisting Commissioners and other agencies in resolving customer/constituent issues, and
n. Other duties as assigned.
