Reporting to the Executive Director of Payroll, this position is responsible for supervision of Payroll staff and managing all aspects of the Payroll Unit’s daily operations including time collection, tax withholding, tax payments, tax reporting, adjustments, garnishments, pay check distribution, and standard/ad hoc reporting. Liaisons with Compensation, Staffing, Benefits, and other departments and acts as lead in the absence of the Executive Director-Payroll Services.

Oversees the day-to-day operations of the Payroll Department. Serves as liaison to seven colleges and various departments to resolve payroll issues and ensure transactions are accurately completed. Assists the Executive Director of Payroll to provide leadership and direction including: all aspects of staffing, training and development of payroll staff, guiding, mentoring, coaching, and performance management. Solves problems and issues related to processing and interpreting policies and makes recommendations toward completion of payroll transactions.

Directs and ensures accuracy and timeliness of payroll processing including developing payroll production schedules, recommend actions among departments, monitoring system performance, and correction of errors. Manages the timely transmission of applicable information to federal, state, banking, and other external organizations. Ensures all transactions are in compliance with state and federal payroll regulations, union agreements and/or Board guidelines. Works collaboratively with HRIS Project Manager and Information Technology Department regarding testing and implementation of system upgrades and reconciliation of payroll data to general and operating ledgers.

Assists in verifying and validating quarterly and annual tax filings. Ensures accurate tax deposits/returns with registration and tax set up. Participates in development and maintenance of City Colleges of Chicago Payroll policies and procedures. Designs and maintains effective internal controls for the payroll function. Opens and confirms/close pay periods. Assists in preparing the monthly payroll closings and related analysis, including managing the off-cycle check process. Reviews, audits and updates records of various types of transactions including employee withholding, deferred compensation, union dues deductions and garnishments and levies.

Validates, verifies and finalizes information and reporting as requested by employees, supervisors, outside agencies, internal and external auditors, or other personnel. Assumes responsibility and authority for the Payroll Unit during any absence of the Executive Director-Payroll. Monitors and supervises the workload of Payroll staff. Reviews and recommends upgrades, fixes, and/or enhancements to payroll processes as required to improve performance within the Payroll Department.

Performs other duties and special projects and other related duties as assigned.

Qualifications Some college education in Business, Human Resources or related field, Bachelor’s Degree preferred, supplemented by five to seven years of progressively responsible relevant human resources experience; or a combination of training and experience required. Previous experience in a lead capacity preferred.

Excellent verbal and written communication skills required. Must be able to present information, which may be complicated in nature, in a clear and concise manner. Must have good analytical and research skills. Must be proficient with Microsoft applications. PeopleSoft experience highly desirable. Must be able to work well with employees at all levels of the organization and possess the ability to handle all situations with tact and diplomacy confidentiality with minimal supervision. Must be self-directed, organized, innovative and able to assess current operations in an effort to develop practical solutions to improve the functioning of the unit. Must be able to adhere to deadlines and maintain all information in a highly confidential manner.
