Education and Experience: Requires completion of high school with emphasis in bookkeeping and a minimum 3 years experience in the maintenance of financial or statistical record keeping, including 1 year of payroll processing. Additional education may be substituted for experience.
Requires working knowledge of the practices and terminology of payroll accounting practices, clerical and office procedures and methods, business mathematics and record keeping. Requires working command of spreadsheet programs and in-depth procedural knowledge of the fiscal system.

The process will begin with the competitive screening of qualified applicants. The most qualified applicants will be invited to participate in a written, oral, and/or practical examination process. Successful candidates will be ranked on an eligibility list according to the examination score. Final selection will then be made in accordance with Merit System rules from the established eligibility list.
Fingerprinting and criminal record checks will be done on all prospective employees.
