DCKAP is seeking a dynamic Senior IT Project Manager with experience implementing multiple complex projects using structured project management methodology. The ideal candidate is PMP certified, holds a Bachelor's degree, and has managed successful PeopleSoft Upgrade projects. This position is responsible for managing and coordinating a major multi-year project involving cross-functional teams focused on the delivery of a PeopleSoft 9.2 Upgrade Project.

Preferred Experience/Skills/Qualifications:
  • A Bachelor's degree in Computer Science, Business or other related field; or an equivalent combination of training and progressively responsible experience that will result in the required specialized knowledge and abilities to perform the assigned work
  • Project Management Professional (PMP) certification is preferred
  • Must have at least three (3) years of Information Technology complex project management experience (10 years required if no four year degree)
  • Demonstrated experience as a successful leader of people and projects
  • Capable of leading, inspiring and motivating a team
  • Must be approachable, people oriented and a good listener
  • Must have strong oral and written communication skills
  • Must have ability to work multiple projects simultaneously
  • Must demonstrate sound judgment of when to escalate issues
  • Must be comfortable making critical project decisions
  • Must have PeopleSoft FSCM/HCM/EPM/Portal experience
  • Must have government experience, preferably local government
  • Must have PeopleSoft Technical and Functional experience
  • Ability to engage appropriate resources from the City at appropriate phases of the project(s)
  • Must have experience with Project administration
  • Need to have experience being a change-agent and being able to reengineer, develop, implement and maintain policies and processes as well as be a creative and an independent thinker
  • Must have performed a Project Management Role on PeopleSoft Upgrade Projects (preferably PeopleSoft 9.0/9.1 Upgrade Projects)
Roles and Responsibilities
  • The Upgrade Project Manager works closely with the City’s Upgrade Steering Committee and Executive Sponsors and is ultimately responsible for the success of the project
  • Project Management Responsibilities
  • Project Planning
  • Responsible for developing the Project Charter and Project Plan
  • Monitors progress in adherence to the Project Plan and maintains the Project Plan
  • Develops an understanding of City personnel, processes, and project objectives
  • Provides scope management for all stakeholders
  • Develops status reports
  • Facilitates Project Meetings
  • Communicates project status to City executive sponsors and steering committee
  • Ensures deliverables are on time and high quality
  • Tracks action items to ensure overall objectives met
  • Resolves change requests and related issues
  • Escalates issues when appropriate
  • Manages consultant resources
  • Ensures that knowledge transfer to City team takes place during upgrade
  • Coordinates stakeholder project initiation meeting
  • Develops and publishes Requests for Proposal and Summary (if required) and Requests for Information (if required)
  • Adheres to the city’s Enterprise Project Management Office (EPMO) Project Methodology

    • Project Repository
    • Project Charter
    • Project Classification Matrix
    • Business Outcomes/Benefits Report
    • Project Management Plan and Project Schedule
    • Statement of Work
    • Contract(s)
    • Stakeholder Register
    • Risk Assessment
    • Roles/Responsibilities Matrix
    • Status Reports
    • Initiation Phase Checklist
    • Planning Phase Checklist
    • Analysis & Design Phase Checklist
    • Build and Test Phase Checklist
    • Production Readiness Review
    • System Acceptance Signoffs
    • Implementation Phase Checklist
    • Closeout Phase Checklist
    • Project Survey and Lessons Learned
    • Final Contract Review
