As a Personnel Security Specialist you will be responsible for the following duties:
Performing in-depth analysis and evaluation of personnel security investigations, security information files, or other data containing serious derogatory or extremely sensitive information impacting on initial or continuing clearance and access eligibility
Prepare comprehensive written reports of all issues, recommends and provides supporting rationale for granting, denying, or revoking security clearance /SCI access eligibility.
Serve as a subject matter advisor to subordinate and upper echelon official or other officials having a direct interest in the adjudicative process.
Compose letter of intent with accompanying statement of reasons, and final revocation/denial for signature of higher authority.
Record all final clearance and SCI access eligibility determinations in the Adjudication Management System.
Evaluate and analyze all available information, determines its authenticity and pertinence to the issue.
Ensure proper safeguarding of classified information in the work areas.

You must have one year Specialized Experience equivalent in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience required for this position is:
GG-07 - One year specialized experience equivalent to the GS/GG-05 grade. Specialized experience include: Reviewing and evaluating personnel security cases of limited complexity, in addition to granting final security clearance on cases containing no disqualifying information and applying security regulations and policies.
GG-09 - One year specialized experience equivalent to the GS/GG-07 grade. Specialized experience include: granting final security clearance eligibilities; in addition to reviewing questionnaires for personnel security eligibilities through the use of automated systems, and granting final security clearance eligibilities.
GG-11 - One year specialized experience equivalent to the GS/GG-09 grade. Specialized experience include: granting final security clearance eligibilities, in addition to research, re-certifying and upgrade requests, conducts second level review of lower graded adjudicators when making final eligibility determinations. Training lower graded adjudicators; providing personnel security advice and guidance when necessary.
GG-12 - One year specialized experience equivalent to the GS/GG-11 grade. Specialized experience includes: granting final security clearance eligibilities, in addition to researching, re-certifying and upgrading requests, and conducting second level review of lower graded adjudicators when making final eligibility determinations.
Specifically you will be evaluated on the following competencies:
1. Knowledge of governing laws, regulations, precedents and directives governing Department of Defense security program.
2. Knowledge of Personnel Security.
3. Ability analyzes and evaluates reports
4. Ability to communicate effectively orally and in writing.
Substitution of education may not be used in lieu of specialized experience for the GG 12 grade level.
If substituting education for experience:
For the GG-07 level: 1 full year of graduate level education or Superior Academic Achievement (S.A.A)
For the GG-09 level: you must possess a masters or equivalent degree, or 2 full years of progressively higher graduate education leading to such a degree, or LL.B. or J.D., if related.
For the GG-11 level: a Ph.D., or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
Combining Education and Experience : Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. It will be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level; then determining the applicants education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. The weight of semester and quarter hours have been defined above.

CERIFICATION: Selectee must attain the DoD personnel Security Adjudicator Professional Certification within 24 months of entrance on duty. Professional certification must be maintained by completing 30 hours of continuing professional education (CPE) during each 2-year period following initial certification.

This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI).
If selected for Federal employment, you will be required to complete a "Declaration of Federal Employment," (OF-306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.
This position is subject to the DoD Drug Free Workplace Program. The selectee must test negative for the presence of illegal drugs before placement in the position, and will be subject to random drug testing thereafter. If a determination of the use of illegal drugs is confirmed in this position or other testing designated positions in OSD or WHS, non-selection or disciplinary action, up to and including removal from Federal service, may result.
