The position is located in the Assistant Director, Minerals and Realty Resources, Division of Fluid Minerals. The incumbent will serve as a Senior Petroleum Engineer Program Lead for Oil and Gas, on Federal and Indian Lands.
The incumbent will provide National level coordination, policy and program direction of the Oil and Gas program in the Fluid Minerals program; ensure oil and gas operations are conducted in a safe manner that is environmentally sound, the public is protected and production on Federal and Indian lands are properly handled and reported correctly.
Incumbent will serve as Program Lead for the Fluid Minerals Division’s budget
processes; develop the annual work plan for the Division’s program goals and ensure that the annual work plans, budget goals, objectives, milestones, performance standards and measurements are met.
The incumbent will be responsible for developing strategies and guidance that affect the Fluid Minerals Program.
The incumbent will coordinate and direct development of resource related strategies and guidance response to new and evolving conditions and policies and oversees the analysis of the relationship between policy and applicable laws relative to Energy Minerals Resources. The incumbent collaborates with the Bureau of Indian Affairs regarding tribal affairs. The incumbent is also charged with providing direction and management within the Fluid Minerals Division necessary to achieve the goals and objectives within the Directorate and the BLM as a whole.
Basic Education Requirements:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration
2. Written Test
3. Specified academic courses; and
4. Related curriculum
Note: An applicant who meets the basic requirements as specified in A or B above may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirementin addition to the basic education requirements- please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
For the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 grade level.
Example of Specialized Experience: Examples of specialized experience at the GS-13 grade level or equivalent level include: Knowledge of Federal Regulations pertaining to the legal aspects of oil and gas leases, operations relative to Federal agencies, States and/or Indian Tribes; knowledge of petroleum engineering and related physical sciences to the development of oil and gas resources; knowledge of oil and gas operations including drilling, production, abandonment, and associated fluid mineral development and the technical safety and environmental consideration involved.
For the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 grade level.
Example of Specialized Experience: Examples of specialized experience at the GS-12 level include: Knowledge of petroleum engineering and related physical sciences relative to the use of oil and gas resources; knowledge of oil and gas operations (i.e. drilling, production, abandonment, and associated fluid mineral development to include the technical safety and environmental impact;
knowledge of federal leasing laws, regulations and policies; experience in oil and gas operations.
