This position is located in the Office of the Deputy Commissioner, Budget, Finance and Management (DCBFM), Office of Security and Emergency Preparedness (OSEP), Office of Protective Security Services (OPSS). Once selected for this important position at SSA, the incumbent will serve as a physical security program manager. The incumbent leads, plans, formulates, and coordinates all policies, procedures and projects pertaining to the protection and security of personnel and property in SSA. As a recognized technical authority in a physical security discipline, the incumbent provides advice and guidance to Agency staff on a variety of highly technical security issues. The incumbent develops appropriate SSA policies, procedures, instructions and proposals in sensitive security areas and ensures national compliance. The incumbent also provides authoritative recommendations and guidance to top management in OFM, DCFAM and throughout SSA on the need to accept or reject new security initiatives.

This position is located at SSA Headquarters in Woodlawn, Maryland.

Selectees are required to serve a 1 year probationary period

Leads or conducts comprehensive reviews and analysis of Agency physical security plans and survey reports for compliance with existing policies and procedures. Advises higher level management of security deficiencies that would affect the security posture of the Agency.

Serves as an Agency technical authority in physical security by providing authoritative advice and guidance on issues, concerns, and initiatives to SSA components and management. Identifies and integrates issues affecting SSA sites nationwide such as those involving adequacy of physical security, design and administration of security related software and databases, electronic security, etc.

Develops, implements, evaluates and improves processes and procedures to monitor the effectiveness, efficiency and productivity of physical security initiatives.

To qualify for this position, applicants must have at least 52 weeks of specialized experience at the GS-12 level, or equivalent, performing work that involves the management, supervision, or performance of work in: (1) developing, evaluating, maintaining, and/or operating systems, policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials; and/or (2) developing and implementing policies and procedures for analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons having or proposed to be granted access to classified or other sensitive information, materials, or work sites.

Ability to coordinate Command Center functions.

To demonstrate this skill, applicants must have three of the following four experience indicators:

Experience performing quality control evaluations to ensure Command Center operations are meeting objectives.

Experience quickly assessing security and emergency situations and determining the appropriate response.

Experience coordinating real-time alarm and surveillance monitoring activities.

Experience quickly gathering relevant facts about a security or emergency situation and succinctly relaying the information to other parties (superiors, first-responders, etc.).

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the Minimum Qualification Requirements will automatically be placed in the Best Qualified Category
