The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The IHS provides a comprehensive health services delivery system for American Indians and Alaska Natives with opportunity for maximum tribal involvement in developing and managing programs to meet their health needs.

NUMBER OF VACANCIES AND APPOINTMENT TYPES: The Northern Plains Region Human Resources Office fills vacant positions for the Billings Area Indian Health Service, an Agency within the Department of Health & Human Services and is accepting applications at the multiple grade levels for recruitment of the greatest number of candidates who will be considered for all vacancies for a 3-month period . Appointments may be in the Excepted Service under the Indian Preference hiring authority. This announcement may be used to fill jobs with multiple appointment terms: permanent or temporary. Temporary/Time limited appointments made from this announcement may be extended without further competition, up to the time frames allowed by law or regulation or made permanent without further competition; but extension is not guaranteed. MAJOR DUTIES:
  • Assesses, plans and provides comprehensive and therapeutic medical care to individual geriatric, adult, adolescent, pediatric and infant patients and their families.
  • Orders and/or performs screening and diagnostic tests and procedures (lab studies, x-rays, electrocardiograms, audiograms, pulmonary function tests, etc.).
  • Makes diagnosis and decisions concerning medical and nursing care needs of patients, formulates and implements plan of care which may involve various treatment modalities, prescribing medications, consultation with other health care providers, and referrals.
  • Provides emergency treatment and initiates emergency life saving measures as appropriate, i.e., cardiac arrest, shock, hemorrhage or overdose/poisonings, seizures, and emergency obstetric delivery.
  • Teaches and counsels patients and family on disease prevention and health maintenance techniques. Promotes responsible behavior and implements plans to further enhance patient/family understanding of medical problems.
  • Collaborates with other health care professionals to develop treatment protocols, standards of practice and policies. Participates in ongoing quality improvement activities, including audits, chart reviews, development of review criteria, development of plans for improving performance and evaluation of effectiveness of actions in improving performance.
  • Serves as a consultant and provides technical assistance to other health care providers and staff.

SELECTIVE PLACEMENT FACTOR:
The following Selective Placement factor has been determined to be essential for the position. Candidate must show possession of this factor in order to be minimally qualified:

PHYSICIAN ASSISTANT: Certification from the National Commission on Certification of Physician Assistants is required as a selective placement factor when filling all Physician Assistant positions.

BASIC REQUIREMENTS:
All applicants must meet the following basic requirements for all grade levels:

Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the Secretary, U.S. Department of Education.
Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for continuing medical education (CME) and re-certification.

Education and Experience Requirements:
Applicants who meet the above basic requirements may qualify for the following grade levels if they meet the educational and/or specialized experience requirements described below.

GS-09 (or equivalent) : Applicants who meet at least one of the following requirements may qualify for positions at this grade level:

A minimum of one full year of work experience as a certified physician assistant equivalent to the GS-07 grade level and graduation from an accredited physician assistant educational program as described above;
Completion of the Master of Physician Assistant Studies; or
Completion of a master's degree in a related health care or health related science and completion of an accredited physician assistant educational program. Examples of related master's degree programs include, but are not limited, to Master of Medical Sciences, Master of Public Health, Master of Biomedical Sciences, or other related major field of study.

GS-11 (or equivalent) : Applicants who meet at least one of the following requirements qualify for positions at this grade level:

A minimum of one full year of work experience as a certified physician assistant equivalent to the GS-09 grade level and completion of an accredited physician assistant educational program as described above; or
PhD or equivalent doctoral degree in a related health field and completion of an accredited physician assistant educational program. Examples of related doctoral degree programs include, but are not limited to, public health; allied health field; public health education; or other related health science

GS - 12 and above (or equivalent) : A minimum of one full year of work experience as a certified physician assistant equivalent to the next lower grade level and completion of an accredited physician assistant educational program is required.

Your education and work experience may be combined to meet the qualification requirements of this position.
