This position is located in the Utilities and Energy Management Branch, Production Division, Public Works Department New London, Naval Facilities Engineering Command Mid-Atlantic located at Naval Submarine Base New London. Under the direction of the Utilities Manager, the incumbent performs pipefitting, plumbing, equipment operation and pipefitting related duties to support the operation of potable water, sanitary sewer, compressed air and high pressure steam commodities. Work from blueprints, plans, sketches and other specifications to plan, lay-out, fabricate and install piping systems for potable water, sanitary sewer, compressed air and high pressure steam commodities.

Installs fittings, couplings, flanges, valves, and pipes made of various material, size and type.

Federal Wage System (FWS) positions require the use of a Screen-Out Element. Points will be based on experience and training which are documented by your responses to the questionnaire. This job has a screen-out element which will be used to determine minimum eligibility for this job. The Screen-out Element for this position is: Ability to do the work of a Pipefitter without more than normal supervision performing the following duties:

WG-10: 1) Install, modify, and repair potable water, sanitary sewer, compressed air and high pressure steam systems; 2) plan, lay out and install piping systems and equipment from blueprints, sketches, etc.; 3) ensures pressure tight joints, such as compression, flared, threaded, flange, bolted flange, welded and soldered; and 4) Install pipes with necessary hangers, brackets and other necessary support to ensure proper pitch and elevation of pipes.

REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.

A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

Must possess a valid state driver's license.

May be assigned tasks in non-trade related fields as an assistant/helper as workload requires.

Incumbent will be required to serve as an on-call duty mechanic on rotational basis. An on-call duty mechanic is required to carry a duty cell phone and must remain available to respond on site to after- hours emergencies within two hours.

The position is designated as ALPHA and incumbent will be required to report in emergencies and inclement weather. The incumbent may be required to report for duty or held in a duty status to provide support before, during and/or after special emergency situations, such as, but not limited to, destructive weather, disasters or periods of an increased security threat. The incumbent must be able to wear safety equipment to meet requirements of duties being performed, i.e. flame retardant clothing, safety glasses, hard hats, appropriate insulating rubber gloves/sleeves, safety harness, safety shoes, earplugs, and any other specialized equipment.

The incumbent shall obtain a Commercial Driver's License (CDL) as requested in order to utilize certain types of heavy equipment that is necessary to support pipefitting related tasks. Training for the CDL will be provided.

The incumbent will be required to be in the respiratory protection program due to the nature of the work being performed.

May be assigned a vehicle stocked with controlled inventory, tools and consumable materials. If assigned a vehicle, the incumbent is responsible for managing the tools and material by following established procedures for inventory control and cost accounting.

This Position is subject to Department of Defense Priority Placement Program.

This position has promotion potential to the WG-10 grade. Physical Effort: Moderate lifting up to 40 pounds is required. If a heavier lift is required, the incumbent must utilize assistance from other employees or appropriate lifting support devices.
