High school diploma or GED; bachelor's degree in architecture, building construction, engineering, or related field preferred. Minimum of five years of combined experience in residential plan review, inspection, or construction; or an equivalent combination of training and experience. The following Virginia Board of Housing and Community Development certifications are required or tests must be passed within six months of employment: Residential Plan Review and Residential Building Inspector. Additional certifications may be required dependent on cross training requirements. Comprehensive understanding of the Virginia Uniform Statewide Building Code, referenced model codes and referenced engineering standards; thorough knowledge of building construction methods, materials and practices; ability to read and interpret construction documents; ability to effectively communicate with professionals and the public, both orally and in writing; ability to utilize a personal computer and a wide variety of software as a fundamental job function; ability to work with people with a customer service focus. Good driving record required. Must not reflect a total accumulation of six or more negative points within the past three years or a major violation within the past four years. Pre-employment drug testing and FBI criminal background check required.


Perform structural and non-structural residential plan reviews for compliance with the Virginia Uniform Statewide Building Code and the Virginia Residential Code. This position may be cross-trained to perform inspections and assist with commercial plan reviews. Additional duties include assisting other staff, visit construction sites, resolve interpretation and process problems; answer technical and administrative questions from internal and external customers regarding the permit and inspection processes; fully utilize all computer systems necessary to perform the job functions; author letters, legal notices and other documents; participates in local, state and national committees related to code enforcement; develop code change training for staff, contractors and customers. Perform other work as required.
