Under general supervision, generates inquisitive, creative, actionable data-driven solutions to align district facilities resources with existing and anticipated instructional, operational, financial and political opportunities and limitations; assures that projects meet state and Federal regulations and District standards.

Conduct facility feasibility studies, including statement of project intent and resulting scope, project budget and schedule assumptions and forecasts. Develop unit goals and methods for their achievement.
Update project information to reflect any changes as needed; communicate changes to appropriate staff.
Identify and coordinate the current and future facilities needs with academic and operational needs. Conduct space utilization studies and recommend solutions to space utilization issues that may arise.
Review and update district facility guidelines as needed.
Identify and acquire data as necessary for facility decision support.
Develop recommendations to resolve gaps between desired and existing facilities.
Maintain relevant project and/or program information for optimal district access.
Works independently, and makes appropriate decisions based on experience; performs work within scope of authority, training, specialized skills and expertise; duties will vary according to job assignment.
An employee in this class may supervise and/or coordinate the work of contractors.
Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
Maintains absolute confidentiality of work-related issues, records and MPS information.

At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
Education, Training and Experience Guidelines
Bachelor’s Degree in Architecture, Mechanical Engineering, Industrial Engineering, Urban Planning or related field; AND four (4) years of directly related experience OR an equivalent combination of education, training and experience as determined by Human Resources.
Methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for construction and maintenance projects.
Federal, state and local codes and regulations governing engineering and building construction.
Principles and practices of government project management, records management, and methods of evaluating construction contract compliance.
Principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, contract management, customer service and employee supervision.
Principles of school design.
Principles of mechanical system design.
Techniques and practices for efficient and cost effective management of resources.
Federal and state safety rules and regulations, including OSHA requirements.
Environmentally responsible and resource-efficient building techniques.
Interpreting and applying construction standards and procedures; applicable Federal, state and local rules and regulations; and MPS policies and standards.
Managing and coordinating the planning and design of construction and maintenance projects.
Reading and interpreting designs, estimates, plans, and specifications.
Using initiative and independent judgment within established procedural guidelines.
Maintaining complex technical records and files.
Analyzing problems, resolving disputes, and developing effective solutions.
Assessing and prioritizing multiple tasks, projects and demands.
Establishing and maintaining effective working relationships with co-workers, contractors, public officials, and representatives from other local, State, and Federal agencies.
Operating passenger vehicles.
Operating a personal computer utilizing standard and specialized software including COMET, AutoCad, REVIT and other project management software.
Communicating effectively verbally and in writing.
MPS organization, operations, policies and procedures.
Architectural or Professional Engineering registration in Minnesota preferred.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Commercial Driver’s License may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
