Warminster Role synopsis The Plant Engineer is the Engineering Authority (EA) for the Warminster, PA facility. The primary responsibility for the position is to oversee the effective management of the maintenance and engineering programs and systems for the facility. This includes execution of locally managed capital projects, providing leadership and oversight to plant Integrity Management (IM) and HSSE programs and supporting Continuous Improvement activities in the facility. This position also plays an active role in the Regional EA Network providing best practices sharing and standards development. Key accountabilities HSSE:
Works with HSSE Manager to ensure all engineering, maintenance, contractor and other technical functions are executed in compliance with HSSE standards.
Oversees the HSSE and OMS agenda in the plant with respect to maintenance and engineering within the plant.
Manages the site asset register and ensures that plant assets are maintained optimally to ensure uptime, reliability, and safety.
Develops and implements appropriate inspection and maintenance programs to manage the integrity of the equipment.
Manages maintenance budget to plan.
Manage the CapEx plan for the plant. Ensure local capex execution conforms to CVP, PHSSER, and all BP and regulatory standards and requirements.
Engineering Authority (EA): Ensure consistent implementation of all applicable BP and SPU engineering policies, practices and guidelines at the facility level. Provide assurance of compliance to applicable standards for plant operations. Standards defined internally (i.e. ETP’s, OMS, IM, etc.) and externally (calOSHA, CSLC, API, etc.).
Management of Change:
Ensures the MOC (Management of Change process) is strictly adhered to for maintenance changes and CAPEX projects. Provide assurance that the engineering aspects of all temporary and permanent changes are risk assessed and managed in the plant and all operations including new products, network sourcing changes, raw material component changes, technology, etc.
Operations Leadership Team: Contributes to the safe, reliable, effective, and efficient operation of the plant through engagement with the Plant Manager and other Plant Functional Managers.
Work with the EA network to drive standardization & consistency, simplification, and compliance in all areas of maintenance and engineering functions.
Leverage own skills, the resources within the plant, and the EA network to drive optimization of current manufacturing processes to ensure safety, quality, reduce costs, and increase efficiency. Essential Education A minimum of a Bachelor's Degree in a related discipline. Essential experience and job requirements Experience in mechanical, electrical, chemical and/or safety engineering.
A minimum of 10 years of manufacturing background with comprehensive understanding of project management, facility and asset integrity management, maintenance and engineering operations, and engineering standards.
A minimum of 5 years of supervisory experience in a maintenance/ engineering capacity. Superior leadership skills and associated behavioral attributes, enabling a 1-Team environment, service oriented focus of the maintenance department with a proven track record of kpi based continuous improvement.
Experience with CMMS to underpin maintenance activity (prioritization, planning, scheduling, risk assessment & mitigation).
Experience with Permit to Work processes, contractor vetting and assurance processes.
Proven track record of successful capital project scoping, defining, execution, commissioning, and start-up.
The ability to optimize production & processes through analyzing current performance, reducing losses /defects and identifying future opportunities. The ability to apply an understanding of production capacity, process capability and the factors impacting them to optimize an asset.
Experience with specialty chemicals blending / fluid handling / mixing. Desirable criteria & qualifications MBA Degree.
Experience in lubricants, chemical, or petro-chemical industry.
Experience implementing Lean Manufacturing principles and TPM leadership with experience with High Performance Team work systems. Pillar leadership for the Planned Maintenance and Front End Engineering Pillars especially helpful.
Experience with Maximo.
Working knowledge of instrumentation and process control systems logic and programming softwares.
