Under general supervision incumbents are primarily assigned to the dispatch center, performs dispatch duties and related work as required.
Examples of Duties:
Operates police communications center utilizing various equipment such as telephone, radio, computer and CLETS terminal and related telecommunications and office equipment; communicates with Police Officers and other staff via radio; serves as the public’s initial point of contact for emergency and non-emergency services; provides information to the public; answers questions and inquiries.
Possession of a valid California driver’s license and a good driving record.
EDUCATION AND EXPERIENCE
Education equivalent to the completion of the twelfth (12th) grade.
One (1) year of experience involving public contact work.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Light work-lifting, carrying and or pushing 25 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds; work is subject to simultaneous emergency situation evaluation; ability to attend periodic evening meetings or meetings outside of regularly scheduled shift and work involves rotating shifts and includes evening, weekend, and holiday assignments.

Those candidates who best meet the needs of the operation and receive a passing score on an initial selection screening may be invited to participate in a written examination that will be weighted 100%. Candidates with a passing score of 52.2% or higher may continue in the next step of the recruitment process. As determined by the City and at the City's expense, successful candidates shall be required to pass a medical examination, a drug/alcohol screen, a polygraph or voice stress examination, complete a Personal History Questionnaire and a background investigation. Lateral applicants are applicants who are currently working as an Emergency Dispatcher with at least one (1) year of experience and have a Dispatcher POST certificate . Lateral applicants will not be required to submit valid typing speed documentation or take the written examination. Lateral applicants will be required to submit a complete application; supplemental questionnaire and a copy of the Dispatcher POST certificate meet the position requirements and receive a passing score on an initial selection screening which will include a pass/fail oral examination. Applicants who pass the initial screening and receive a passing score on the oral examination that will be weighted 100% may be placed on an eligibility list for a period of up to one (1) year. As determined by the City and at the City's expense, successful candidates shall be required to pass a medical examination, a drug/alcohol screen, a polygraph or voice stress examination, complete a Personal History Questionnaire and a background investigation. Proof of citizenship or eligibility to work in the U.S., and possession of a valid California driver's license and good driving record will be required prior to hire.
The City will continuously accept applications and will schedule written examinations as positions are available. Valid Typing Speed Documentation Requirements:
Valid typing speed documentation may be obtained from any valid source (i.e.: employment agencies, schools, on-line, etc.). The document must include your full name (as listed on the application form), the date completed within the last six (6) months and the net typing speed for a minimum of forty (40) net words per minute. Valid typing speed documentation must be submitted at the time of application submission.
Valid typing speed documentation must be attached before you submit your on-line employment application to the City of Clovis. The NEOGOV application site will allow you to attach documents to an application that you have already submitted however, the system will not allow the City of Clovis to view or print attachments after the on-line employment application has been submitted. The examination may consist of questions relative to knowledge of modern office equipment, procedures and practices including the preparation of business correspondence and reports, basic record keeping methods and filing; radio dispatch procedures; computer terminal operating methods; basic English usage, spelling, grammar, punctuation and basic math; research techniques, methods and procedures; geography of the City of Clovis and applicable State laws, City ordinances, procedures and other regulations governing the Department or area of assigned responsibility. The examination may also contain questions regarding the ability to type at the corrected rate of 40 (forty) words per minute; handle multiple work requests under pressure and with frequent interruptions; communicate effectively and professionally, orally, in writing, and electronically in a clear, comprehensive manner; follow oral and written instructions; analyze situations and develop effective courses of action; perform difficult and complex assignments involving independent judgment; inspire public confidence through personal integrity, appearance and actions; use discretion and good judgment in handling sensitive and confidential information; establish and maintain effective working relationships with others; react quickly and calmly and to exercise good judgment in all situations; speak English in a clear and concise manner; read and understand FCC broadcasting procedures and rules regarding law enforcement radio transmissions and department procedures, rules and regulations regarding dispatching and general public safety; receive and give information over the telephone or a police radio, in public in a professional manner; learn, understand, interpret, explain to others and apply a variety of policies, laws, rules, and regulations in various situations; prepare and maintain accurate records and reports and operate a computer and CLETS terminals, radio equipment, and standard office equipment.
