The City of Avondale has an opening for a Policy and Procedures Analyst. This is a full-time position, FLSA exempt and comes with benefits. This position will have multiple reporting relationships, i.e. Police, Human Resources and Fire.
This position will provide policy and procedure development and maintenance for the Police Department, Fire Department and Human Resources. 80% of this assignment will be spent supporting the Police Department.
Examples of Duties:
Reorganize established policies and procedures. Develop new ones based upon information gathered from research and statistical analysis. Update, issue and maintain the Police Department's operational and general orders system and all operations manuals. Make recommendations on policies, procedures and methods of operation for the police and fire departments.
Will respond to requests for information regarding policies and procedures. Will work with the city's legal advisors and city management in researching, developing and presenting these policies.
Will conduct training in small and large group settings for employees.
Any combination of training, education and experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration, English, Journalism, Legal Studies or Criminal Justice.
Must have one to three years experience in policy and procedure development and analysis. Must have one to three years experience conducting training in small and large group settings.
Must have the ability to work under limited supervision.
Must have a valid Arizona operator's driver's license. Experience operating a personal computer and using basic word processing programs is required at a minimum.
Three to five years as a municipal law enforcement officer in the State of Arizona is preferred.
The successful candidate must successfully complete a criminal background check, fingerprint check, polygraph examination and psychological examination.
The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City such as Human Resources, Fire Department and City Administration which may be involved in decision making or providing approval or decision making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representatives. This position requires effective presentation and interpersonal skills to provide an effective training environment. Employee must maintain regular attendance.
