This is a Centrally Managed Position in Contracting Career field
This is an Acquisition Position
Initiates and develops Air Force policy and recommends approval and implementation.
Initiates actions to ensure that acquisition processes are efficient and responsive to changes.
Identifies deficiencies in current acquisition policies and procedures initiates programs to correct these deficiencies.
Force, SAF/AQ, and Directorate as appropriate. May include serving as the United States representative on DoD, intergovernmental, or international treaty organizations.
Initiates actions and interacts
throughout the Federal acquisition community to assure that policy and procedures effectively support Air Force acquisition needs.
Works with PEOs, DACs, field activities, and others (Congress, industry representatives, etc) to resolve program issues.
Responds to inquiries from Congress, GAO, FG, and other organizations; ensures responses are timely and accurate.
Working with organization management, plans for and develops, prioritizes, and monitors accomplishment of division and team mission pertaining to policies, resource utilization, contract support, and new functional developments.
Exercises leadership and technical surveillance over Air Force acquisition policies and guidance.
Develops and presents oral or written positions to upper management including the Air Force secretariat and DoD organizations, to other agencies, the Congress, and industry.
Provides unprecedented factual or functional advice (e.g. issues stemming from the newness or complexity of involved management approaches, technical innovations, interwoven requirements, or comparable conditions.
Ensures effective management techniques are developed and utilized to maintain oversight and control of acquisition programs.
Provides guidance to address work requirements and assure effective implementation of applicable policies and procedures, track and address trends in acquisition, and assess progress of field organizations engaged in acquisition of systems and associated equipment.

Applicant must meet the basic requirements as defined in 10 USC 1724 and as stated in this announcement.
Applicant must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business related courses in any of the following fields:

At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent.
Specialized experience must include
(1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.
Duties may have included awarding of contracts within delegated contracting officer authority, or recommending award to contracting officer on contracts outside delegated authority.
Exercises experienced judgment, initiative and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to devise new contractual provisions or innovative financial arrangements and incentives, to develop justifications for adopting a contractual posture which includes new or modified contractual positions or which appears to be at variance with established guidelines.
Serves as technical expert and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters.
Technical decisions are normally accepted.
May serve as leader over lower grade contract specialists, providing technical direction and guidance on unusual problems and new assignments.
