Business Analyst: Procurement Contracting Analyst - Phoenix, AZ
POSITION PURPOSE
The Business Analyst works as a liaison among stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems. The Business Analyst understands business problems and opportunities in the context of the requirements and recommends solutions that enable the organization to achieve its goals.
In addition to being accountable to direct line Management, the Business Analyst will be accountable to and take direction from the VP, IT Clinical improvement. The Business Analyst will directly interface with IT’s internal customers at the Manager and Director levels.
EHR PURPOSE
The Project role, Procurement Contracting Analyst, conducts day-to-day contracting and purchasing activities including assistance with Contract Requests, Purchase Requests, invoice payment process, accounting accruals, and internal and external labor and expenses for the EHR Alliance program. This position is responsible for the drafting and negotiation of contractual documents and obtaining legal approvals and signatures. The Procurement Contracting Analyst will directly interface with Information Technology’s internal customers at the Individual Contributor, Manager and Director levels.
MAJOR RESPONSIBILITIES
Assesses and interprets business and user needs and requirements and translates specific portions of business requirements into system requirements, revising existing system logic difficulties as necessary.
Documents the business impact of system issues.
Assists in formulating and defining requirements, design, testing, implementation, training, and support through research and fact-finding, combined with a basic understanding of business systems and business unit requirements.
Researches the impact of alternatives and assists in developing recommendations on business solutions to meet stated objectives and goals as they relate to admitting and registration, HIM, billing, and integration technologies.
Acts as liaison between systems development staff, management and system end-users.
Defines and manages the scope of a business solution to meet the goals of the organization.
Supports production and development activities at the site.
Develops clear and concise ad-hoc reports utilizing the current analytical and reporting environment.
Serves as a resource to others.
Additional Responsibilities:
Works with key contacts to ensure that the deliverables and key events for each contract, Order Form or SOW are defined, monitored and reported upon.
Assists in developing contract performance and other measurement scorecards.
Inputs contract requests in ACRS and purchase requests in Lawson.
With assistance of Health Legal, drafts and negotiates contracts.
Obtains final legal approval and signature of all contractual documents.
Acts as the focal point to ensure contracts requests move through the company process in a timely manner. Works to resolve issues that may impact contract requests progress.
Ensures that Purchase Orders are generated once the contract process sis completed.
Tracks labor and expenses against services contract requirements.
Assists AP in resolution of invoice issues.
Provides input to budgeting and accrual process.
Participates in ongoing improvement activities streamlining the processes for contracting and procurement.
Ensures "customer centric" service is delivered as measured by Program team leads and management.
QUALIFICATIONS
Academic:
Bachelor’s degree or equivalent professional experience required.
Bachelor’s degree in Business, Computer Science, Information Systems, or related field preferred.
Experience:
4+ years of information systems industry experience.
Knowledge, Skills and Abilities Required:
Healthcare workflow knowledge.
Technical writing and documentation.
Systems analysis and design.
Ability to understand how to apply IT for solving business problems.
Strong analytical and problem-solving skills required.
Possess thorough understanding of business analysis techniques and tools.
Strong communication skills (written and verbal) for information gathering and the ability to interact with various IT groups.
Ability to work in a complex and matrixed team environment.
Ability to handle multiple tasks, set priorities, schedule and meet deadlines.
Skills in Microsoft Project, Word, Excel, PowerPoint, and Visio.
Program and Project Management background (Desired).
Knowledge of healthcare security, privacy and compliance regulations and requirements (Desired).
