About The Port Authority
The Port Authority of New York and New Jersey is a bi-state public agency operating some of the busiest and most important transportation links in the New York / New Jersey region including The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.
This position within the Procurement Department has maximum exposure to all aspects of the Port Authority: be a part of history as WTC site gets completed; be on the forefront of solicitations that redefine our facilities; leverage compliance and contract review skills to help make doing business easier.
This position will work in both NY & NJ.
The successful candidate will have responsibility with respect to the review of federally funded procurement matters across the agency, with significant emphasis on the World Trade Center Site.
Other responsibilities include, but are not limited to: Assisting and providing federal grant guidance for various Port Authority Procurement solicitations ;Coordinating and managing the solicitation processes for federally funded projects, including but not limited to FTA, FHWA, FAA, HUD, and ARRA. This includes reviewing grant documents, contract documents, Scope of Services documents as required to ensure compliance with Federal standards ; Assisting and performing cost or price analysis and negotiations to maximize cost savings for the Authority.
Additionally, the successful candidate will:
Review, edit and draft solicitation, award and post-award contract and administration documents, develop standard RFP and bid documents on both federally funded and Port Authority funded projects.
Prepare and maintain library of solicitation documents and tracking sheets for compliance reviews and reference, as required. Ensure that contracts contain the most up-to-date language based upon industry practice, incorporating applicable federal, state law and/or internal guidelines.
Provide guidance to, and consult with, staff and clients on procurement methods and strategies, and contract administration issues in conformance with applicable Authority and federal requirements.
Responsibilities include providing internal customers counsel on all aspects of procurement, including preparation and editing of specifications for multi-million dollar contracts.
Bachelor's Degree in Business Management or a related field from an accredited college or university.
Several years of demonstrated procurement experience in a corporate or governmental environment, including negotiating with vendors and strong written/oral communication skills.
THE IDEAL CANDIDATE WILL PRESENT THE FOLLOWING QUALIFICATIONS PROFILE:
Familiarity with laws, rules, regulations pertaining to federally funded projects.
Experience with procurement processes, solicitations, bids and RFPs.
Demonstrated Legal or contract experience.
Proficiency in MS Word and Excel.
Professional certification, such as CPPO, CPPB, CPM APP.
Working knowledge of SAP.
Juris Doctor Degree.
