The Department of General Services (DGS) is seeking a qualified applicant to manage the agency's central procurement unit (CPU). DGS employs over 600 people and provides a wide variety of services to other governmental agencies and organizations. This position will formulate and implement agency procurement policies and procedures; manage CPU's procurement professionals; be responsible for the agency's small business plan, small purchase charge card program; agency use of the Commonwealth's electronic procurement system eVA; and, interact with agency vendors and citizens. This position will be responsible for the Commonwealth's state and federal surplus property program, and the agency's mail services unit that provides mail distribution and processing services to agencies located in and around the Seat of Government.

Minimum Qualifications
Candidates should have extensive procurement experience and comprehensive knowledge of the Commonwealth's purchasing laws, policies and procedures for goods and services; and have some experience with procurement of construction services. Must have the ability to plan, organize and direct multiple administrative operational units within a diverse organization. Comprehensive knowledge of business management principles and practices; laws, rules and regulations governing the management of state procurement and contracting; extensive knowledge and experience with the Commonwealth's electronic procurement system, eVA; a minimum B.S. or B.A. college degree preferred. Experience supervising employees; strong communication and interpersonal skills; Candidate should have a procurement certification(s) i.e. VCO, CPPB, or CPPO, CPM.
