Under general supervision, plans and executes specialized complex procurements for goods and technical services; formulates awards and executes contracts and ensures compliance with agency, state, and federal procurement regulations rules and reporting requirements.

Develops specifications and solicitations for specialized and technical goods and services in conformance with state laws, rules and regulations, and Departmental policies governing purchases. Develops reliable sources for goods and services using electronic purchasing (eVA). Receives and checks purchasing request for conformity with budget, proper coding, authorized signatures and other rules and regulations.

Schedules and conducts pre-bid/proposal conferences; reviews, evaluates, negotiates, accepts or rejects bids and proposals. Conducts periodic contract reviews to determine requirements for renewals and terminations. Oversees evaluation of vendor performance and contract administration.

Resolves problems with vendors and provides necessary documentation to the appropriate personnel. Provide assistance to procurement staff with questionable issues involving procurement policies and guidelines. Conducts training for agency staff involving procurement rules, regulations, and procedures. Monitors status of purchase orders and expedites delivery, if applicable.

Conducts trend analysis on past purchases and projects to estimate future requirements and makes cost effective recommendations. Accurately reconcile and submit Gold Card Statement by due date established by Accounts Payable.

Minimum Qualifications
Bachelor's degree in Business, Public Administration or related field required. Some government procurement experience. Candidate must possess strong supervisory, interpersonal and customer service communication skills. Successful candidate must pass a criminal background check.

Preferred Qualifications
CPPO, C.P.M., CPPB or other national professional certification, considerable and comprehensive knowledge of large scale purchasing, technical purchasing practice, accounting principles, and supply sources preferred.

Virginia Contracting Officer (VCO) Certification preferred.

Experience in a highly automated environment to plan, supervise and direct workflow of support staff.
