Reports to the Director of Procurement Services with primary duties serving as a contracting procurement officer for all University departments. Develops bid packages for complex goods and professional and non-professional services through competitive and noncompetitive process in accordance with APSPM; develops solicitations and specification and advertises all QQs/IFBs/RFPs; conducts pre-bid conferences and site visits; receives and opens bids; awards all contracts and issue purchase orders. Reviews contracts; addresses all non-compliance issues; reviews contract change orders; maintains contract records; and provides updates and status on contracts. Reconcile University State Procurement Credit Card (SPCC) on a monthly basis. Attend to SPCC user needs and conduct audits of charge card purchases for compliance with DOA policies. Attends project meetings; investigates and resolves non-routine and complex problems related to procurement, contract administration and vendor performance and prepares reports and correspondence.
A Bachelor's Degree in public or business administration, management, or other accredited field . Must have experience in preparing and evaluating the most complex contracts, requests for proposals, invitations to bid, bid documents, specifications, leases and similar documents. Ability to apply State procurement policies to the most complex and diverse procurements, lease and contract documents, and problems and situations required. Must be able to manage multiple tasks and projects, work independently with minimum supervision. Virginia Contracting Officer (VCO) certification is required.
Professional certifications (CPPO, CPPB, CPCM) or other certifications is highly desirable.
