The Procurement Specialist is responsible for providing customer support, consultation (Procurement Code, policies, and procedures) and a variety of complex City procurements. The position requires the use of tact and diplomacy and customer interaction at all levels of the organization. The Procurement Specialist reviews purchase requisitions from City departments for completeness, accuracy and compliance with existing policy and procedures to determine the most cost effective and efficient method of procurement to purchase the needed goods/services. The Procurement Specialist performs complex formal and informal solicitations and evaluations for goods and services and professional services agreements.
Candidates should have at least one year of experience in a related field, which may include work in government procurement, competitive bidding experience (formal and informal), and experience in buying commodities and services for entities such as, but not limited to, Public Works, Parks & Recreation, Police, Finance, Legal, and Courts. Public sector, governmental experience is highly desirable. Certification as a Certified Public Purchasing Buyer (CPPB) and/or Certified Professional Purchasing Officer (CPPO) is also highly desirable. Candidates for this position must possess knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma, or equivalent from a college, technical, business, vocational, or correspondence school. Position requires a valid Driver's License.
The ideal candidate is a highly-motivated individual who is detail-oriented and has excellent interpersonal and communication skills. A professional with experience in purchasing and contract administration policies and activities and is able to exercise discretion and independent judgment is needed. Assist the Procurement Manager in updating and/or developing purchasing procedures. Assist City Departments in obtaining commodities and/or service at the most optimal prices. Review bid protest and prepare oral or written recommendations in a timely and accurate manner. Assists in preparing contract templates, desk top procedures and procurement manuals. Develop solicitations, oversee the evaluation process, and make recommendations for contract awards that support the overall goals for the city. Deliver services to support city department needs, in keeping with legislative policies, city/state and federal procurement requirements. Responsible for negotiating price and deliverables from outside vendors for commodities and services provided to City Departments. Research findings and make independent decisions on procurement matters within scope of position authority. Advise procurement manager of potential procurement issues. Evaluate product lines, prices, product sources requested by City Departments in a timely manner. Assist department in performing cost analysis. Meet with departments to finalize their purchasing request. Assist the Procurement Manager in developing an operational plan that improves operations, decreases turnaround times, streamlines work processes, and work cooperatively and jointly to provide quality customer service. Provide department’s procurement support to ensure compliance with City code, State statutes and best practices. Assist in developing a cross-training plan for departmental staff to ensure adherence to the city’s procurement code, rules, and regulations. Clearly and accurately articulate (oral and written) to departments the city’s procurement process, procurement code, rules and regulations. Actively participates in developing strong business relationships within procurement, the Finance Division and other city departments.
