Under the direction of the Director of Procurement Services, the Procurement Specialist is responsible for categories or assignments requiring application of purchasing principles, theories and concepts. The Specialist will complete all requirements for purchases. The Specialist will participate in supplier selection and other procurement decisions. The procurement specialist will implement cost savings initiatives through the RFP process and direct supplier negotiations.
Analyze requisitions content and interact with requisitioners in assigned categories to ensure information is accurate for all purchase orders
Lead the implementation of new sourcing programs, developing data and other required information for supplier decisions
To ensure successful implementation of new sourcing programs, the specialist will take the necessary actions to include tracking and monitoring progress. Specialist will be responsible to report all metrics as required.
Manage RFP process and supplier relations for assigned categories, such as Office Supplies, Computer Accessories
Compile data, analysis and market trend information for supplier evaluations
Manage supplier relations and performance. Effectively communication and efficiently resolve issues with suppliers. Confers with suppliers to obtain product or service information, such as price, availability, and delivery schedule.
Work with Legal to ensure that all contract administration procedures are followed and executed in a professional manner
Work collaboratively and proactively to identify process, sourcing, and contract improvement opportunities
Ensure compliance with sourcing policies and procedures, ethical practices, and adherence to relevant laws and regulations
Diversity and Inclusion is important to Harvard Pilgrim. The specialist will include disadvantaged suppliers in the procurement process, such as RFP's. They will qualify minority suppliers and ensure they are considered in purchasing decisions. The specialist will plan and participate in supplier diversity events.
Bachelor Degree in related field
Minimum 2-4 years experience in a business function preferably procurement or sourcing
Effective communication skills, including the ability to persuasively present information both in writing and verbally
Experience with eBusiness application preferable
Must have good MS Office skills (Excel, Word, PowerPoint).
