Performs all functions associated with the placement of purchase orders for scientific and research related equipment, supplies and services for sponsored projects administered through the Office of Sponsored Programs, OSP . Performs and coordinates all purchasing activities between researchers and vendors and acts as a liaison between Purchasing, Accounting, OSU Receiving and Asset Management; follows sponsor, OSP , University, and State and Federal procurement regulations; prepares purchase issues RFQs and RFPs; performs cost analysis and obtains competitive bids; reviews and analyzes vendor proposals; negotiates: price discounts, F.O.B. risk-of-loss point, payment and delivery terms, vendor contract terms and conditions; assures all compliance requirements are met for all procurements and in the procurements of all other job duties or actions.
Bachelor’s degree or an equivalent combinatin of education and experience; knowledge of the purchasing and operations management profession and functions. Familiarity with University, state, and federal procurement policies, Federal Acquisition Regulations ( FAR ), OMB circulars A-110, A-21 and A-133 and the Uniform Commercial Code ( UCC ); demonstrated proficiencies in verbal and written communication and organizational and problem solving skills.
