Reports to the Director of Facilities Administrative Services and primary duties are serving as the contracting procurement officer for Facilities Management construction. To support the Facilities Management operations at NSU in its procurement functions through development and solicitation of contracts using the IFB and RFP processes as defined in the CPSM, serve as the agency VCCO, develops and trains in policies, and serves as the contract administrator on NSU contracts for construction and facilities. Attend project meetings with the Project Manager to assure all contractual obligations are being met and the terms of the contract are being adhered to. Work with the Project Manager on all non-compliance issues with the contract and resolve within the designated timeframes. Maintain all contract records in accordance to established APA standards and the NSU internal records retention policies. Provide statewide support for statewide contracts inclusive of telephone support for public bodies on the use of the contracts. Provide training on contracts and how the contracts are to be used, especially for time and material and general construction contracts. Provide training for statewide contracts and work with BCOM on statewide training for the CPSM and VCCO. Develop SWAM outreach programs and workshops, work with other state agencies, such as DBA and DMBE on developing SWAM contractors for construction and facilities opportunities. Maintain all activities in BITS and GC Pay for NSU.

Minimum Qualifications
Bachelor's degree in public, business administration or related field, or equivalent combination of education, experience, and training is preferred. The incumbent is required obtain a VCCO within two years of hire date. Valid Driver's License required. Experience in writing IFBs and RFPs and contract administration of contracts. Working knowledge of time and material procurements and contracts. Working knowledge in the use of computer based purchasing systems. Considerable knowledge of agency cost codes, account codes and accounting practices. Extensive knowledge of the Construction and Professional Service Manual and Bureau of Capital Outlay process. Extensive knowledge of construction principles and practices, ability to read design documents and specifications. Considerable knowledge in the development of policies and training in same.

Preferred Qualifications
Professional certifications (VCO,CPPO, CPPB, VCCO) or other certifications preferred.Education in engineering and/or architecture preferred and/or experience in construction and facilities needs demonstrating the required KSAs.
