Manage and direct the overall Production Department activities of a 3 unit lignite fired power plant to ensure the safe, cost effective, efficient, and environmentally sound production of bulk electrical energy. Provides management and direction of all Martin Lake Power Plant production activities including operation, engineering, long and short range planning, safety, O&M Resource planning, Capital Resource planning, environmental compliance, employee/labor relations, employee/team development, project management and contractor interface. Responsible for activities outside of the Martin Lake Power Plant including teaming and interface with other Luminant workgroups, representing the Company in industry arenas, administering key supplier alliance relationships and participation on Business Unit Steering Committees.
Key Roles & Responsibilities Other duties may be assigned. Directly or through others, the incumbent will:
Directs Production through the direct supervision of the Production Plant Superintendent and interface Luminant Trading, to ensure that Monticello’s annual Energy Plan requirement of approximately 13,000,000 net MWH’s are delivered, as required.
Directs Production Support through the direct supervision of the Production Plant Superintendent to provide interface with Luminant Mining in the annual delivery and handling of approximately 8,000,000 tons of lignite and 2,700,000 tons of PRB coal, to provide processing, transport, and disposal of approximately 1,000,000 tons of combustion/scrubber by-products, to provide removal of 90,000 tons of sulfur dioxide by the units’ flue gas desulfurization systems while processing and consuming 200,000 tons of limestone.
Provides direction of the Plant By-Product Sales through the direct supervision of the Production Support Superintendent and interface with Martin Lake’s By-Product Marketers to ensure contracted annual delivery of qualities and quantities of Fly Ash, Bottom Ash, and SO2 Credits.
Provides direction of “Shift” Maintenance activities through the direct supervision of the Production Superintendent to ensure that critical repairs are made to maintain the near term reliability and availability of plant equipment.
Provides prioritization of work orders relating to Plant Equipment, Instruments, and Controls through the direct supervision of the Production Scheduler to ensure that critical repairs are made to maintain the near term reliability and availability of major plant equipment.
Directs the Production Workforce of 113 Luminant employees through direct reports to provide the supervision, safety program, labor relations, and training & development program required to ensure the safe, reliable, and efficient, long-term operation of the power plant. A total of 92 members of this workforce are covered by a labor agreement with the IBEW.
Develops and manages of the Operations O&M Activities Budget of $18,000,000, and the O&M Projects Budget of $500,000 to ensure that they support the near and long term plant objectives as defined by the Monticello Business Plan. Also, as appropriate, to manage the adjustment of the budgets as deemed necessary due to unplanned events in the Fossil Generation Business Unit.
Directs and monitors a Contractor Workforce of 25 base employees (increases to 40+ during outage and special project periods) through direct reports and support staff to ensure that services provided to the department meet the requirements set forth by all applicable specifications, contracts, and other agreements and that the number of contractors is continually optimized to match the current plant requirements.
Teams with peers, supervisors, subordinates, and representatives of other Functional Areas of Luminant to establish, modify, and coordinate, Business Unit, and Function Level Policies and Procedures through Standing Committee and/or Ad Hoc Task Team assignments.
Teams with peers in plant, in Fossil Generation, and in other Functional Areas of Luminant and Luminant to ensure the maintenance of productive relationships where their groups interface with the department or plant as client or service provider.
Directs the documentation, compiling, and maintenance of plant performance data for GADS, Luminant and Luminant Mining Accounting, Rate Case Filings, and various other Fossil Operations reporting requirements
Education, Experience, & Skill Requirements
Bachelor’s Degree in a field associated with the job’s necessary skills/competencies and 10 years management experience, or High School diploma/GED with 15 years management experience in the energy industry.
Licensed Professional Engineer
High-level of awareness in business administration (accounting, finance, human resources, etc.)
Experience in the administration of a labor agreement.
Occasional long, irregular hours.
Use of a PC, computer terminal and/or telephone usually more than 6 hours a day.
Frequent travel between company facilities and occasional overnight travel.
Must be able to comply with the Luminant Respirator Policy.
Job may require the employee to work in excess of 12-hour days in excess of seven (7) days a week.
Position will require the employee to be on call 24 hours a day, seven days a week.
Must be able to climb stairs and ladders.
Occasionally work in wet, cold, hot, and dust conditions
