Professional management of all construction activities related to the County’s Roadway Improvement Program.

Essential Functions:

Program organization and management of consultant Construction Engineering & Inspection (CEI) contracts.

Reviews proposals from professional firms for CEI services and recommends selection of the most qualified applicant. Reviews man hour/fee estimates and negotiates final project costs.

Establishes and maintains up-to-date records of project activities, schedules, and costs. Ensures compliance with all applicable laws and standards. Analyzes contract change proposals with respect to impact upon resources and recommends appropriate contract modifications. Documents and assists in analysis of all contract claims. Evaluates contractor performance.

Provides coordination between the CEI, contractor, the general public, property owners, utility companies and other governmental agencies to assure that unforeseen problems which may hinder project progress will be resolved in a timely manner. Makes routine field inspections of projects to ensure compliance with all applicable standards.

Ability to evaluate information, make decisions and coordinate programs efficiently.

Extensive knowledge of the principles and practices of engineering.

Experience with Florida Department of Transportation Specifications and Design Standards.

Florida Department of Transportation Advanced Maintenance of Traffic Certification

Performs other duties as assigned or as may be necessary.

Minimum Qualifications:

Extensive knowledge of the principles and practices of engineering. Considerable knowledge of engineering design and transportation issues. Ability to evaluate information, make decisions and coordinate programs efficiently. Ability to communicate effectively both orally and in writing with various groups and individuals. Ability to deal tactfully and effectively with, other County staff and the general public.

Bachelor’s Degree in Engineering and a minimum of five (5) years’ progressive professional engineering experience in public works/transportation administration and construction. Must possess registration as a Professional Engineer in the State of Florida or have the ability to obtain licensure within six months of the date of hiring and maintain registration throughout term of employment. Must maintain a valid Florida drivers’ license.
