Maintains existing computer systems, and develops and designs new computer systems and programs as needed by user department, utilizing prescribed methods and standard applications .


Communicates with users regularly to stay abreast of their requests, information and data needs, and operational and technical problems.

Analyzes user requests for feasibility, priority, and time requirements, prepares specifications and server requests, and designs new medium to large computer systems and applications.

Identifies interactions with other applications and operating systems that may be affected by system modifications under review.

Assigns program modifications, tests modifications thoroughly, and addresses production problems.

Provides technical expertise to other analysts on the most complex analytic tasks.

Design and code in the following: SQL, PL/SQL, .NET Technologies (VB, C#, or ASP), Oracle Forms and Reports, and Database Design Concepts. *

Uses development methodologies and automated coding tools.

Writes modifications to existing applications from designs, instructions, or user program specifications, integrates modifications into systems, and maintains applications.

Responds to service requests and provides technical support for both custom applications and packaged software products.

Troubleshoots, analyzes, and determines location and causes of system and application problems, malfunctions and errors, and makes corrections, tests, and debugs systems.

Researches new software and computer equipment and trains new employees.

Completes and/or prepares required forms and reports including status reports, application descriptions, and other documentation.

Attends technology seminars/conferences related to direction and goals as defined by the Information Systems Department.

Serves as a technical leader for Programmer Analysts I and II.

Minimum Qualifications:

Bachelor’s degree in Information Systems, Computer Science, Business, Telecommunications or a related field, with a concentration in computer technology; five years of experience in computer programming, program application or analysis, systems design and analysis, application system support or a related field. An equivalent combination of education and/or experience will be considered.
