This position is located in Marine Corps Operational Test and Evaluation Activity, Marine Air Ground Task Force (MAGTF) Command, Control, Computers, Communication, Intelligence, Surveillance and Reconnaissance (C4ISR) Division in Quantico, Virginia. KEY REQUIREMENTS

You must be a US Citizen.
Must be registered for Selective Service, see Legal & Regulatory Guidance.
Suitable for Federal employment as determined by background investigation.
DAWIA Level III position in the Program Management field.
This position requires travel (33%).
You must obtain and maintain a Secret security clearance. DUTIES:

  • Acts as an Operational Test Project Officer and provide analytic support for operational test teams who formulates operational test issues and criteria.
  • Develops detailed test data and analysis plans.
  • Manages the test project management and work effort of assigned Test Managers in three areas: Operational Test and Evaluation (OT&E) documentation, system user developer coordination and OT&E resources.
  • Visualize the interaction of military systems to assist with test criteria development.
  • Conducts operational tests, collects and reduces test data and compiles reports of test results .
QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:

Experience providing analysis and data collection for operational test programs (Acquisition Category I through IV) to provide decision makers with assessment on proposed systems to determine if the system is operationally effective and suitable for use.

Experience reviewing developmental test (DT) plans and documentation to identify opportunities for integrated testing, recommends changes to developmental test conditions, observes DT events and analyses DT data for operational applicability.

Experience managing a program budget for assigned programs and develops funding requirements including desired external support requirements.

Experience conducting test planning, test execution, data collection, test data analysis, system evaluation, and Operational Test and Evaluation (OT&E) reporting.

Experience coordinating test planning and execution between multiple military and government agencies.

QUALITY RANKING FACTOR: This position has a Quality Ranking Factor (QRF). This is a quality ranking factor that could be expected to enhance significantly the performance of the applicant in the position. The actual QRF is DAWIA Level III Certification for the Program Management career field . You do not have to possess the factor in order to be rated eligible; however, applicants possessing the factor will receive additional points. Possession of the factor must be verifiable via your resume.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Program Management career field and be certified at Level III at the time of application. REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.

Selectee may be required to successfully complete a probationary period.

A security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.

The incumbent must be willing and able to travel on military and commercial aircraft.

This position may require the incumbent to work other than normal duty hours including evenings, weekends, and/or holidays.
