Schafer is seeking Program Analysts to support the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD). JPEO is the Joint Services single focal point for research, development, acquisition, fielding and life-cycle support of chemical and biological defense equipment and medical countermeasures.
We are looking for junior to senior level personnel to work in the following locations: Aberdeen Proving Grounds, MD.
The program analyst will provide ongoing analytical, acquisition and administrative support by managing and coordinating daily staff operations, communications and processes; ensuring the team understands deadlines, assignments and objectives; assisting in the development of program
documentation and briefing materials; and tracking the status of action items, program milestones and monthly reports. The program analyst shall also perform all aspects of program analysis from project proposal to closeout in accordance with established policies and guidelines, including, but not limited to, the following:
Demonstrating knowledge of the DoD 5000 acquisition process and how it relates to product development, production and sustainment
Facilitating milestone planning by preparing, reviewing, and updating technical briefing materials, documentation and program schedules;
developing and implementing technical and programmatic plans and measures to track program cost, schedule and performance and reporting progress; and tracking program deliverables
Gathering, generating, reviewing and assessing data to update Acquisition Status Reports, Joint Quarterly Readiness Reviews, and Joint Life Cycle Management Reports
Supporting, coordinating and/or managing the JPEO-CBD Task Management System (TMS) and Document Staffing System, to include assigning all official and unofficial taskers and document reviews, tracking inputs and responses, and ensuring timely and coordinated responses are submitted in the appropriate format
Assisting with Army Knowledge Online (AKO) and JPEO-CBD Knowledge Center (KC) operation
Maintaining a library of program-specific electronic files and acquisition reference materials for multiple programs
Serving as a liaison between the JPM office and JPEO-CBD Headquarters, reporting directly to the product manager and supporting the Government lead on IPT
Providing coordination and staff support at meetings, program reviews, conferences and briefings by producing the agenda and meeting minutes, preparing presentation materials and displays, hosting or participating in the event, and recording and tracking action items, as required by the Government
PROGRAM ANALYST VI
Education : Successful completion of a full course of study in an accredited college or university leading to a Master’s Degree, preferably with a major in Engineering, Systems Management, Business Management, Computer Sciences, Information Management, or a related discipline, and DAU Level III certification in PM, or the civilian equivalent, are required. A combination of a Bachelor’s Degree in Engineering, Systems Management, Business
Management, Computer Sciences, Information Management, or a related discipline, DAU Level III certification in PM, and ten (10) years of experience may be substituted for a Master’s Degree.
General Experience :
Ten (10) years of general experience and five (5) years of experience in a
program office or similar organization
Specialized Knowledge and Skills : Display an ability to perform the following:
Provide senior-level acquisition and program management support with technical and tactical expertise on CBDP and the DoD 5000
Collaborate with external stakeholders on experimentation and demonstrations to identify opportunities where JPEO-CBD can develop future capabilities in response to evolving threats and advise the JPEO-CBD on new program initiation
Support the development, analysis, and staffing of critical acquisition documentation, eports, and briefings
Assist in the development of acquisition process policies
Familiarity with the FDA may be required. Excellent writing skills, knowledge of the DoD CBRN organization and rank structure, and expert knowledge of Microsoft Office is required.
PROGRAM ANALYST III
General Experience : Eight (8) years of general experience and five (5) years of experience in a program office or similar organization
Specialized Knowledge and Skills: Knowledge of DoD and Joint Service
issues and concerns, and CBD milestone planning and tracking is required.
Expertise in CBRN Command, Control, Communications, Computers and Intelligence C4I) certification in all aspects of mounted and dismounted reconnaissance and advanced development of assigned biologics and vaccine products is desired. Display an ability to perform the following:
Present a portfolio-wide perspective to provide advice and recommendations to Government leadership on all aspects of program start-up, management, strategy, and execution in order to ensure performance requirements are met
Serve as a program lead, experienced in one or more of the following: program management, contracting, clinical, non-clinical or manufacturing
Determine the need for, and impact of, changes in project scope and develop and implement change as needed
Provide support to product management teams in the areas of Acquisition and Risk Management, Technology Readiness Assessments, Lean Six Sigma and other Department of Defense product management applications
Gain concurrence, approval, and consensus from stakeholder regarding various project aspects and adjust project strategy accordingly
Identify resources to ensure program success
Identify risks then develop, recommend, and implements risk mitigation solutions
Consult with staff scientists, as required, for technical advice, assessment of technical proposals, and interpretation of data from program activities
Ensure application of appropriate scientific principles to meet technical requirements
Review program documentation and technical reports, conduct assessments, and communicate issues regarding product development, storage and sustainment
Monitor program obligations and expenditures; provide input for preparation of Procurement and Research, Development, Test and Evaluation (P&R) forms; and gather, prepare, and submit EVM data
Perform all responsibilities as SharePoint site lead, to include developing and maintaining technical and content management, granting permissions and user access, migrating shared files, archiving data, and providing technical user training
Develop and update SOPs for office operations
Facilitate efficient communication and program support between JPEO-CBD and external agencies
Provide military working dog coordination, public affairs, and policy and regulatory support, as required
