The Program Assistant for the Rule of Law Index Qualified Respondents Questionnaire (QRQ) will assist in researching and identifying potential expert respondents in over 100 countries, and assist in administering Index questionnaires to legal experts in countries around the globe, and assist in data collection for the Index 2015 report. The main responsibilities of this position include, but are not limited to:
  • Perform data processing, database maintenance and developmental support in maintaining the database of experts for the WJP Index expert surveys
  • Conduct research for identifying potential practitioner and academic legal experts to participate in the expert surveys
  • Provide support for administration of the upcoming QRQ Index survey study, including outreach to potential questionnaire respondents to increase response rates, cataloguing completed questionnaires for data analysis, and facilitating external communications with contributing legal experts
  • Checking data received for expert surveys, and cataloguing completed expert questionnaires for data analysis
  • Assist with preparations for meeting and presentations related to the Rule of Law Index, including producing drafts of power point presentations and handouts, and preparing and assembling outreach materials for external distribution
  • Conduct research as needed for long-term projects; provide general administrative support, including organizational work in Microsoft Excel and Word; internet research; editing and proofreading documents; assisting with Index calendar management and logistics for travel and meetings; mass mailings; and other office and logistical support duties
Essential Duties and Responsibilities
  • Implement the primary data collection process (annually) for the Qualified Respondents Questionnaire (QRQ) dataset in over 100 countries
  • Prepare survey instrument tools for the annual QRQ administration, including software and IT platforms hosting QRQ data collection and communications materials
  • Create, manage and track correspondence with previous QRQ contributors, and with non-respondent legal experts identified as potential QRQ expert contributors in countries to be included in the Rule of Law Index; track respondent rates and plan follow up action
  • Provide assistance with various aspects of the production, design, and printing of the WJP Rule of Law Index report annual series
  • Implement projects and programmatic operations to help produce the WJP Rule of Law Index, including multiple contracts with third party vendors, consultants, and contractors to ensure projects are completed efficiently, on time, and within budget
  • Implement the tracking system for recording all citations of WJP Rule of Law Index, mentions, as well as external requests for usage
  • Implement the maintenance of the Index Qualitative Data Third Party Sources Cross Check reports for Index data triangulation work
  • Other duties as necessary
Skills and Experience
  • At least 1 – 2 years of relevant experience
