Job Summary:
The PMO Manager is responsible for the overall program and project management functions, providing leadership, coordination and management of the PMBOK-based PMO processes and functions. This position also requires direct program management responsibilities of development projects in the division. The candidate must be able to effectively manage change and promote the continuous improvement to project and program management related processes and tools. This position requires the direct supervision of a small group of Program Managers within the PMO.

Key Responsibilities:
• Manages a portfolio of project and program management services.
• Ensures that investments and initiatives in project management services are aligned with business strategy and priorities.
• Collaborates with Market Segment Team leaders, and develop and manage project and program budgeting and cost estimation approaches, resource allocation, and reallocations.
• Prioritizes programs and projects based on company objectives dealing with changing functional needs, resource capacity constraints, risk exposure, and interdependencies.
• Monitors value metrics to inform decisions that maximize returns across enterprise projects and programs.
• Works with business unit leaders to develop project and program resourcing strategies to ensure optimum support for projects and for the day-to-day operational activities.
• Ensures adoption and implementation of project and program management methodology and oversees project and program management coaching.
• Defines principles and standards to harmonize project management methodologies from third party or external service providers.
• Defines all processes related to project management, project prioritization and change management.
• Manages the development, implementation, and maintenance of project management policies, standards, procedures.
• Provides project management services such as initiating, planning, and risk analysis/management.
• Ensures project requirements are achieved in a high quality and timely fashion within budget guidelines.
• Possess strong cross group negotiation and conflict management skills; working knowledge experience with vendor and contract negotiation.
• Ability to be a persuasive leader who can serve as an effective member of the leadership team and communicate project management and business analysis related concepts to a broad range of technical and non-technical employees.
• Creates and executes program work plans and revises as appropriate to meet changing needs and requirements.
• Manages day-to-day operational aspects of a program, scope and risks.
• Prepares weekly reports for the Executive Steering Committee.
• Reviews deliverables prepared by team before passing to executive team.
• Effectively applies our Product Realization Process.
• Prepares for gate reviews and program escalations.
• Evaluates program change requests in a timely manner and drives to a decision
• Ensures program documents are complete, current, and stored appropriately.
• Tracks and reports team hours and schedule progress (typically on a weekly basis).
• Manages program budget.
• Maintains program management dashboard.

• Possesses general understanding in the areas of networking, application programming, database and system design.
• Understands Internet, Intranet, Extranet and client/server architectures
• Maintains awareness of new and emerging technologies and the potential application on new programs.
• Has knowledge of test and measurement process and practices.
• Has experience with management of both software and hardware development.

• To be a program manager one must have at least 10 years of project. management experience.
• BS degree preferably within a technology discipline.
• PMP Certification highly desired.
• An MBA is a plus.
• Expect between 15% to 25% travel.
